Duties

Theprimary purposeof thispositionis to manage United States Strategic Command (USSTRATCOM) Nuclear Enterprise Forums (Nuclear Task Force Commanders' Conference (NTFCC), Nuclear Enterprise Council (NEC), Nuclear Enterprise Board (NEB) and Nuclear Enterprise Stand-up (NESU), lead Command-directed special study research, and manage Nuclear Operations and Policy Training Program. Specific responsibilities include: Authors and maintains command-level nuclear enterprise forum guidance and requirements. Develops solutions to complex problems identified within the nuclear enterprise, builds consensus among General officers and establishes a strategic deterrence roadmap. Leads Command-directed special study research projects on nuclear operations, policies and concepts. Authors and maintains lesson plans for, and conducts initial and recurring training on Nuclear Operations and Policy:

  • Must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance as a condition of employment
  • This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of (cont'd)
  • illegal drugs and misuse of prescription medications. The incumbent will be required to submit to random urinalysis testing
  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the Nuclear Command and Control System (NCCS), its capabilities, policies, operations, and architecture sufficient to evaluate its ability to meet current and projected nuclear mission requirements; Knowledge of nuclear capable weapon systems to include ICBM, SLBM, heavy bomber, tanker and command and control aircraft and operational procedures used to employ those weapon systems; and Knowledge of diverse operating environments and the impacts of those environments on nuclear weapon systems and the command and control systems used to employ them. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and understanding of ICBM, SLBM, heavy bomber, tanker, command and control aircraft and the command-and-control system used to employ those forces Comprehension of the Nuclear Command and Control Systems (NCCS), USSTRATCOM nuclear operations, and the USSTRATCOM and DOD organizational structure. Superior project management skills highlighted by the ability to identify core problems, team and consensus building, establish critical milestones and the plan of attack to achieve those milestones, and persistence to achieve established goals. Ability to operate in short-notice stressful staff environments maintaining professional composure when dealing with DOD and Command senior leaders. Ability to communicate orally and in writing. Ability to operate information technology to include secure and non-secure data processing equipment with associated software, video teleconferencing assets, and telephones. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
