Duties
As a Grants Management Specialist, you will:
Award and administer grants and cooperative agreements. Both pre-award and post award activities as a warranted grant officer. Be responsible for pre award and post award functions involving highly specialized grants and/or cooperative agreements of significant importance to the Department.
Assist PD&R in grant policy decisions. May participate in Departmental grant policy meetings, forums, and working groups such as Departmental Grants Management System (DGMS), e-grants and grants.gov meetings
Serve as advisor in the preparation of the Notice of Funding Opportunities (NOFO) published in the Federal Register to ensure the maximum amount of competition feasible and as an administrative point of contact for PD&R grant programs, which are announced in the NOFO.
Serve as an advisor on the application review panels. Advise Source Evaluation Board (SEB) concerning competitive range determinations as well as all other significant aspects of the negotiated competitive process.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized Experience for this position includes:
- Overseeing the grant process and negotiating and awarding grants or cooperative agreements; AND
- Providing grant related technical guidance to internal and external stakeholders; AND
- Reviewing grant audit reports and closing-out completed files.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
