DHRA's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area data bases for the DoD.
Duties
As a INFORMATION TECHNOLOGY SPECIALIST (APPSW) at the GS-2210-13 some of your typical work assignments may include:
Participate in the full lifecycle of software solutions using Agile approach and industry standard application programming languages and reporting tools including but not limited to (JAVA, C##, Python, SAS, ), frameworks (Angular, .NET) programming toots, platforms, and technologies (WebLogic, Apache, Spring Boot, Docker, Jenkins), environments (Windows, Linux, Mobile) and database management systems (Oracle, SQL Server, NoSQL). Software solutions including but not limited to web applications, web services, micro services, mobile applications, desktop clients, relational and non-relational databases. Design and develop software solutions across multiple technology platforms and layers (full stack engineering) including but not limited to cloud, mobile, web, database, and native application platforms. Working with cloud solutions providers to development and maintain cloud hosted solutions.
Write, test, debug, and maintain application source code, scripts, unit and functional tests, automation scripts and suites. Develop user interfaces, business layer components and services, and other applications as assigned. Develop and maintain data structures, algorithms, and run-time analysis, object oriented design and code quality verification tests. Develop and maintain application reference architectures, components, workflows, deployment diagrams, application infrastructure diagrams. Develop and maintain application level documentation, including source code, tests-test suites, application architectures, deployment and component diagrams, run books. Work with Agile development, continuous integration, continuous development, and automated testing frameworks.
Executes the life cycle change process of applications and implements design changes in response to changes in customer functional requirements. Makes recommendations and decisions that significantly influence important DOD IT applications software policies and programs. Analyzes and translates technical specifications into integrated applications that improve business processes. Ensures that applications are optimized for state-of-the-art technology and functionality. Analyzes software problems (hotlines, Trouble Tickets, break/fix requests) and develops solutions. Ensure application compliance in support of information security/ information assurance policies, principles, and practices.
Cyber harden applications and conduct security level testing according to industry best practices and DMDC approved processes. Monitors software development contracts to ensure compliance with specifications; plans and coordinates the testing, installation, and implementation of vendor provided software; conducts posit-implementation assessments to evaluate cost efficiency and performance; and monitors configuration control. Lead and participate in multifunctional projects in software analysis design, development, and implementation for a new system or major enhancement to an existing system; drafts project plans; identifies resource requirements; assigns tasks to project members; reports progress; ensures customer and management involvement throughout the software development process; resolves critical issues affecting the configuration of the IT infrastructure; and coordinates the demonstration of new or enhanced applications to customers and management.
Serves as an Information Technology Specialist advocate within the agency for the application of process improvement concepts and practices, and consults with senior specialists and IT managers throughout the agency in the implementation of process improvement practices.

- Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Develops and maintains software applications using the Agile methodology and ( Development Security Operations) DEVSECOPS practices.
Cyber hardened software applications according to industry best practices and DoD requirements.
Participates in all aspects of the Software Development Life-Cycle.
