DUTY LOCATION OF THIS POSITION IS INDIANAPOLIS, IN.
Duties
Leads the modernization of the Agency's learning environment meeting the needs of enterprise-wide training initiatives through the integration of advanced learning technologies.
Serves as senior learning consultant and advisor for training issues, enterprise-wide and tactical/functional, and acts as the principal source of expertise within the Learning and Development Division (LDD ) regarding learning technologies.
Serves as an expert in the areas of professional learning and development practices to include adult learning theory; ability to analyze, design, develop, implement, and evaluate training programs and future needs.
Initiates, coordinates, and oversees special studies and pilot programs and facilitates implementation of new or revised policies, programs, learning systems, platforms, and existing and emerging technologies.
Analyzes a wide variety of human resources policies, practices and processes; as well as Executive Orders, regulations, principles, practices and techniques with regard to employee development and learning technologies.
Maintains a current knowledge of emerging technologies for use in advancing the Agency's training and development mission. Partners with DoD, Federal Government and industry experts in analyzing/assessing capabilities of new learning tools.
Serves as the principal integrator in collaborating with process partners in Information Technology and other program areas to establish, maintain, and troubleshoot modern learning platforms and legacy systems.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as serving as a subject matter expert on the analysis, planning, implementation and integration of learning technologies in support of agency wide workforce development initiatives. Work must show examples of applying adult learning theories and principles in support of enhancing or developing agency or corporate-wide workforce development initiatives, programs and curriculum.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement.
