This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acquisition Demonstration to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position serves as a Test Manager within Product Manager Terrestrial Spectrum Warfare (PM TSW), Project Manager Electronic Warfare and Cyber. PM TSW is responsible for acquiring and fielding integrated electronic warfare and signals intelligence capabilities to Army Brigade Combat Teams.

Duties

Assist the program manager in the preparation for Test and Evaluation (T and E) related meetings and working groups. Leads senior level reviews of all test documentation for staffing and signature to the Director, Operational Test and Evaluation Level to include Test and Evaluation Master Plan (TEMP) and Test and Evaluation Strategies (TESs). Serves as the PM?s representative on test sites to ensure tests are executed as planned as directed. Prepares technical briefings to all level of management including General Officers, Senior Executive Service (SES) civilians, and high ranking officials.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position is Special Sensitive requiring a Top-Secret clearance with Sensitive Compartmented Information (SCI) access.
  • This position is subject to a pre-employment drug test screening, and random testing thereafter.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • You will be required to provide proof of U.S. Citizenship.
  • One-year probationary period may be required.
  • Selectees must meet position requirements for certification at Level I (Foundational) in the Acquisition Career Field (Test and Evaluation) within 36 months of entrance on duty.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized experience is defined as performing all of the following duties: 1) Conduct developmental, technical, operational and production test planning, coordination, funding, monitoring execution and reporting; 2) Develop test documentation, review test data and reports, prepare technical briefings on a variety of test related subjects; and 3) Provide technical advice relative to the Test & Evaluation strategy supporting acquisition programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
