You will serve as a PERFORMANCE ASSESSMENT REPRESENTATIVE in the FACILITIES ENG & ACQ BRANCH, FMFS BRANCH (PRR23) of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will review contract specifications for compatibility with the administration of performance assessment methods and procedures. You will provide assistance to the Contracting Officer's Representative and specification writer. You will attend and assist with pre-proposal site visits and pre-proposal conferences. You will be responsible for providing assistance to the Contracting Officer's Representative with performance assessment of assigned Facility Support Contracts.

  • You will be required to obtain and maintain a current valid United States driver?s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

FOR THE GS-9 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing cost analysis and estimates to determine the reasonableness of the contractor's proposal for modifications or changed conditions; 2) Conducting on-site performance assessment of contractors' operations to ensure proper procedures are followed; and 3) Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems relating to performance assessment practices and procedures. FOR THE GS-7: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assessing how well contractors' performance, quality, schedule, and cost requirements are being met; 2) Reviewing invoices in an electronic invoice system and making recommendations regarding payment; and 3) Assisting in the development of contract reports and performance standards. FOR THE GS-7:
Successful completion of 1 full year of graduate level education

OR

Successfully completed a bachelor's degree with superior academic achievement

OR

A combination of experience and graduate education as described above that equates to one year of experience

FOR THE GS-9:
Successful completion of a master's or equivalent graduate degree

OR

Successful completion of two full years of progressively higher level graduate education leading to a master's degree

OR
