You will serve as a PERFORMANCE ASSESSMENT REPRESENTATIVE in the FACILITIES ENG & ACQ BRANCH, FMFS BRANCH (PRR23) of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will review contract specifications for compatibility with the administration of performance assessment methods and procedures. You will provide assistance to the Contracting Officer's Representative and specification writer. You will attend and assist with pre-proposal site visits and pre-proposal conferences. You will be responsible for providing assistance to the Contracting Officer's Representative with performance assessment of assigned Facility Support Contracts.

Qualifications

FOR THE GS-9 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing cost analysis and estimates to determine the reasonableness of the contractor's proposal for modifications or changed conditions; 2) Conducting on-site performance assessment of contractors' operations to ensure proper procedures are followed; and 3) Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems relating to performance assessment practices and procedures. FOR THE GS-7: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assessing how well contractors' performance, quality, schedule, and cost requirements are being met; 2) Reviewing invoices in an electronic invoice system and making recommendations regarding payment; and 3) Assisting in the development of contract reports and performance standards. Successful completion of a master's or equivalent graduate degree

Successful completion of two full years of progressively higher level graduate education leading to a master's degree
