About the Position: This position is located at Joint Base Lewis McChord of Directorate Plans, TRNG, MOB SECTY Plans & Operations Division MOB & DEMOB Branch, Tacoma, Washington. Tacoma is a progressive city of 200,000 nestled between Seattle and the state capital of Olympia. Tacoma is located on the shores of Commencement Bay, within pristine eyesight of Mount Rainier. World-class museums, hotels and theaters draw thousands to downtown Tacoma.
Duties
Study and interpret plans, Army regulations, directives and etc. to develop installation plans
Develop operation plans for contingencies affecting JBLM or occurring within the continental United States.
Perform and oversee the preparation, review and maintenance of long range, special and alternate plans.
Coordinate plans with other military command and staff officials, federal, state and local civil authorities to obtain technical guidance and assistance so plans meet anticipated requirements.
Coordinate development and execution of installation training exercises.
Prepare local regulations and exercise plans.
Perform and oversee the preparation, review and maintenance of long range, special and alternate plans.
Monitors and reviews staff and command plans and preparations for continuity of efforts and removal of conflict between elements.
Perform preliminary research and determines procedures for collection, analysis and evaluation of data pertinent to or affecting military or civil plans for military support during disasters or emergencies.
Review supporting plans from subordinate installations and tactical units to ensure that they are current, approved, published, distributed and exercised as required.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
- Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
- The duties of this position may require the incumbent to carry a cell phone and be on call 24 hours a day, seven days a week on a rotational basis, based on the needs of the organization.
- Appointment to this position is subject to a one- year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights

In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes coordinating military or civil plans for support during disasters; Perform preliminary research and determine procedures for collection of data used to prevent future emergencies; Coordinate the execution of military training exercises. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, Business Operations Support, Business Management, or Administrative Management
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
