The Defense Human Resources Activity's (DHRA) mission is to provide program support, information management, and administrative services to the Department of Defense (DoD) Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area databases for the DoD.
Duties
As a SUPERVISORY IT SPECIALIST (APPLICATIONS SOFTWARE) at the GS-2210-14 some of your typical work assignments may include:
Supervises a team of government software engineers who perform information technology duties of writing, testing, debugging, and maintaining application source code, scripts, unit and functional tests, automation scripts and suites and perform other tasks as designated and coordinated by DMDC management, other team leaders, and the incumbent. Assigns work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees; monitors progress on tasks; provides technical oversight, mentoring and project guidance to lower grade Specialists. Plans, organizes, directs or participates in the work of software development teams.
Provide supervisory technical advice, guidance, and recommendations to Information Technology (IT) subject matter expert's staff, senior executives on critical IT applications software issues requiring new approaches, establishment of precedents, and recommendations for technical solutions. Develops and delivers oral and written presentations to senior officials and various audiences. Participate in developing project plans; provides functional and/or technical guidance to team members. Authoring and presenting briefings to multiple levels of leadership.
Work with cloud solutions providers to develop and maintain cloud hosted solutions. Participate in business process re-engineering for DMDC process related to software delivery, BPMN (Business Process Modeling Notation) continuous process and service improvement.
Provides Subject Matter Expertise in software application compliance with DoD (NIST SP 800-53, App Sec & Dev STIG) & Industry information security/information assurance (e.g. OWASP) policies, principles, and best practices. Assists DMDC contractor application development teams and contributes to the CPI program for the DMDC software development process.
Monitors software development contracts and evaluates artifacts to ensure compliance with specifications and DMDC governance processes.
Experience with developing software and managing software development projects using Agile methodologies.

- This position may include information assurance (IA) work as an embedded duty requirement. Per DoD 8570.01-M, must achieve the appropriate IA certification within six months of assignment
of these duties.
- A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or
C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position. And one without that certificate.
Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS -13 grade level in the Federal service:
Working with cloud solutions providers to development and maintain cloud hosted solutions.
Working with cloud solutions providers to development and maintain cloud hosted solutions.
Oversee multi-functional projects in software analysis design, development, and implementation for a new system or major enhancement to an existing system.
Ensuring application compliance in support of information security/ information assurance policies, principles, and practices.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210 series.

Substitution of education may not be used in lieu of specialized experience for this grade level.
