This position functions as the Administrative Officer (AO) in Nuclear Medicine Service at the VA Caribbean Healthcare System (VACHS) in San Juan, PR. This incumbent has full responsibility and authority to plan, schedule and carry out the administrative and management services of Nuclear Medicine Service, including human and financial resources, management analysis, procurement and contract services, supply, space, research coordination and property management.
Duties
Duties include but are not limited to:
Responsible for the overall daily administrative operations, requirements, and management of the entire Nuclear Medicine Service.
Plans, develops, and coordinates all administrative functions essential to program implementation and delivery of services.
Analyzes and makes recommendations for best utilization of personnel.
Provides administrative guidance and support to professional staff Provides supervision to technical and clerical staff .
Formulates Service goals and objectives with the Chief, Nuclear Medicine Reviews, develops, and initiates new policies and procedures for the Nuclear Medicine Service as assessed to benefit the overall functioning of the Service.
Formulates budgetary plans.
Act as control point official for the service and maintain the control point.
Works with Accounting as well as Voucher/Audit during control point audits and implements recommendations from those services.
Work with Business Manager to forecast yearly budget, analyzing trends in high-cost procedures and other areas to minimize end-of- quarter shortfalls.
Responsible for analysis of manpower utilization as related to personnel management, DSS Labor Mapping and to Nuclear Medicine Service.
Plans, develops, coordinates and analyzes Nuclear Medicine Service systematic internal review and JCAHO site visits.
Manage credentialing needs of providers in Nuclear Medicine, including physicians and ARNP.
Management includes FPPE, OPPE, Peer Review, CMS, Pertinence Review and any other materials required through Credentialing and Privileging office at VACHS.
Motivates, trains and works effectively with all levels of personnel and be able to assess matters which may require development and initiation of new policies or procedures that are designed to improve workload and output.
Addresses emergent situations readily and with workable solutions and minimum time delay.
Coordinates acquisition of supplies, equipment and services.
Reviews, approves and submits requests for supplies, equipment, contracts, construction projects and other identified needs of Nuclear Medicine Service.
Maintains and updats equipment inventory of all assigned property.
Acts as the formal Contracting Officer Technical Representative for the Service.
Initiates and manages the radiopharmaceutical contract in cooperation with Contracting Officer.
Reviews and certifies invoices for payment.
Completes, reviews, updates and maintains accurate records in conjunction with SPD, CMR, IRMS and Fiscal Service which state the location and condition of inventory items.
Advises and makes recommendations on matters pertaining to personnel utilization and workload.
Plans and coordinates demands for updating and obtaining new equipment Responsible for required annual and quarterly CDR, budget and QA reports.
Acts as Service ADPAC.
Serve as Primary Timekeeper in VATA
Assesses and delegates workload for clerical support staff.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 and for a GS-9 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized Experience: One (1) full year of specialized experience related to this position equivalent to at least the GS-05 grade level in the Federal Service. Experience includes but is not limited to: Manage and coordinate multiple complex programs; Schedule and carry out administrative and management services; Plan, develop, and coordinate administrative functions essential to program implementation and delivery services; Analyze and make recommendations for best utilization of personnel, providing supervision to technical and clerical staff; Formulate goals and objectives; Review, develop, and initiate new policies and procedures; Provide administrative guidance and support to staff; Act as control point official, and formulating budgetary plans; Conduct studies of administrative and management work processes; Extract information from various sources; Make decisions or recommendations based on changing, interpreting and/or developing policies; Manage credentialing needs of providers; Acts as the formal Contracting Officer Technical Representative for the Service; Review and certify invoices for payment; ADPAC Experience; Time keeping experience; Prepare budget package for submission to Fiscal Service; Review financial reports; Certify reconciled payment charges in Integrated Fund Distribution, Control Point Activity, Accounting and Procurement (IFCAP); Draft and/or review contract requests and agreements.

To qualify based on education for this grade level you must have 1 full year of graduate level education (18 semester hours at the master's level) or Superior Academic Achievement. Physical Requirements: Work is primarily sedentary; however, there may be some walking, standing, bending and carrying of light items such as papers, books and files. No special physical demands are required to perform the work.
Work Environment: Work is performed in a hospital office setting, but because of excessive contacts with VA Hospital affiliates, it may become necessary to travel locally and to other VA Medical Centers.
