About the Position: Serves as Supervisory Army Community Service (ACS) Specialist at the installation level with professional and technical responsibility for assisting Commanders with assessing, tailoring and prioritizing ACS service delivery in support of local military and Family needs. This position is located in Fort Liberty, North Carolina. Fort Liberty is co-located with Fayetteville, North Carolina, a culturally diverse city.
Duties
Assist Soldiers and Families relocating (PCSing) to and from the Fort Liberty area.
Develop assessments to identify customer needs.
Promote available services to Soldiers, Retirees, Families, Survivors and/or Civilians by planning, organizing, and executing special events.
Establishes the goals, objectives and policy procedures for the Army Community Services (ACS) Relocation program.
Develops and implement a variety of educational forums and briefings to enhance community capacity to assist serviced populations with adaptability, self-reliance, and available resources.
Maintain data collected to be used for planning purposes to compile statistical reports.
Provides supervisory oversight for the Army Community Services (ACS) Relocation Program.
Assigns work requirements to subordinates, sets deadlines, and sequence of operations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a One year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Requirement
Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Psychology, Sociology, Counseling, or Social Work
OR
Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) analyzing, planning, and implementing programs associated with community service, family support programs, and related referral networks and/or volunteer services; and 2) providing self-reliance
and readiness services such as career, transition, relocation, personal financial management, employment, community life, emergency/crisis
assistance, and personal/family readiness; and 3) communicating appropriate information and referral services for community resources to Soldiers, Retirees, Families, Survivors and/or Civilians; and 4) managing the overall work of subordinates providing advice/guidance on work and administrative matters. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Psychology, Sociology, Counseling, or Social Work
OR
Combination of Education and Experience: Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
