This position is part of the Defense Threat Reduction Agency. The incumbent will be under the general supervision of the Director, Cooperative Threat Reduction Directorate, provides broad policy and technical guidance with the latitude for exercising independent action subject to after-the fact review.

Duties

As a SUPERVISORY PROGRAM MANAGER (Temporary NTE 1 year) at the GS-0340-15 some of your typical work assignments may include: Develops close ties and working relations with foreign government counterparts and represents the program at all levels within the foreign government. Maintains liaison with appropriate offices and individuals to keep them abreast of significant accomplishments, program changes and other substantive events. Routinely contacts various offices within the OSD, National Security Staff, Departments of Energy, Commerce, Customs and State, Agriculture, Health and Human Affairs, Department of Homeland Security and foreign Ministries. Provides special briefings to OSD, the CTR Directorate, senior DTRA leadership, and high-ranking U.S. Embassy officials. Supports large-scale public relations events as required, which may attract the attention of U.S. and world press resulting in multimedia reports. As USG delegation leader, manages the performance of a diverse group of civilian, military and contractor personnel in the accomplishment of delegation objectives and in accordance with assigned instructions. Serves as facilitator, negotiator, and primary point of contact, head writer and principal decision-maker. Maintains liaison with U.S. Embassy personnel, Foreign government officials. directors of large civilian enterprises, and high-ranking flag/general officers in various foreign ministries including the Ministries of Defense, Foreign Affairs, Health, Agriculture, Education & Sciences, Atomic Energy, Internal Security, Emergency Services, Border Forces and Customs.

• This is a temporary position, not to exceed 1 year, but may be terminated, extended or made permanent upon management discretion.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Leading the evaluation/selection for the selection of a contract or task order; managing projects (cost, schedule, and performance). Serving as Contracting Officer's Representative (COR). Leading and managing project teams; developing effective working relationships with DoD, interagency, and international partners. Leading delegations overseas in meetings with senior foreign officials for technical discussions on new or ongoing projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
