This position is part of the Defense Threat Reduction Agency. The incumbent will serve as a Division Chief and Supervisory Program Manager responsible for overseeing multiple complex multi-million dollar programs and projects.
Duties
As a SUPERVISORY PROGRAM MANAGER (Temporary NTE 1 year) at the GS-0340-14 some of your typical work assignments may include:
The primary purpose of the position is to serve as a Division Chief and Supervisory Program Manager responsible for overseeing multiple complex multi-million dollar programs and projects.
The incumbent establishes specific, measurable, achievable, relevant, and time-oriented (SMART) objectives and priorities derived from higher-level strategy, guidance, and plans.
Develops, documents, executes, and reports status on plans to achieve priorities with a measurable and sustainable impact within established acquisition baselines.
Oversees all program planning aspects, forecasts Division resource needs, and interfaces with senior DTRA, OSD and CCMD personnel to solve problems.
Manages short and long range planning activities. Delegated complete responsibility and authority to plan, schedule, and complete major national defense plans, projects, and programs exercising discretion and judgment in determining whether to broaden or narrow the scope of the efforts.
Serves as an expert advisor on policy and programs. Provides advice and guidance to the CT Directorate, Department Chief, and project managers/action officers on CBRNCT priority programs.
Plans, develops and provides operational and program planning guidance to civilian, LE, and military personnel who are responsible for management, oversight, and review of CBRN programs and projects.

- Travel in the performance of temporary assignments may be required up to 25% to CONUS, OCONUS locations including remote sites, as required.
- Travel in the performance of temporary assignments may be required up to 25% of duty time.
- Medical inoculations are recommended for entry into most geographic areas. However, some geographic areas require medical clearances and inoculations prior to entry.
- This is a temporary position, not to exceed 1 year, but may be terminated, extended or made permanent upon management discretion.
Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Leading the evaluation/selection for the selection of a contract or task order; managing projects (cost, schedule, and performance).
Serving as Contracting Officer's Representative (COR).
Leading and managing project teams; developing effective working relationships with DoD, interagency, and international partners.
Leading delegations overseas in meetings with senior foreign officials for technical discussions on new or ongoing projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
