About the Position: Incumbent will plan and implement Logistics management Program for all USACE services and processes. Advises other internal auditors on audit techniques/methods of evaluation, analysis of data, and developing conclusion/recommended corrective action.
Duties
Participate in study teams covering the operations and functions in all areas of logistics management.
Recommend policy changes or adjustment of resources to improve processes.
Manage a formal corrective action process regarding the recurring deficiencies and systematic problems identified through evaluation.
Advise on audit techniques/methods of evaluation, analysis of data, and developing conclusion/recommend corrective action.
Develop audit plan for logistics management programs.
Develop evaluation procedures for work centers, processes, or selected products and determines the method and techniques to be employed in these evaluations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- May be required to travel up to 20% of the time.
Qualifications
This is a developmental position-GS-09 target GS-11. This position can be filled at the GS-9 or GS-11 grade level. If selected at the GS-09 level the target level for this assignment is a GS-11. The grade level selected will be based upon your qualifications and responses to the questionnaire. Assignments at the GS-09 level will become progressively more difficult and will be under closer than normal supervision until the full-performance level is reached.

GS-09 Specialized Experience: One year of specialized experience which includes applying quality assurance methods, principles, and practices to ensure conformance to quality requirements; AND utilizing computer applications, such as Microsoft Office, to develop presentations and/or briefings; AND conducting evaluations in order to analyze processes and/or policies and develop recommendations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Logistics Management, Transportation Industry Analysis and Auditing.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11 Specialized Experience: One year of specialized experience which includes applying quality assurance methods, principles, and practices to ensure conformance to quality requirements; AND utilizing computer applications, such as Microsoft Office, to develop presentations and/or briefings; AND utilizing audit techniques to investigate quality problems; AND developing policies in Logistics Management, such as personal property accountability and/or financial liability. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Logistics Management, Transportation Industry Analysis, and Auditing.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Education
