Organization Job Title - Facility Operations Specialist (Asbestos Program Manager)
Duties
You will develop and implement an asbestos program.
You will coordinate asbestos mitigation and removal projects.
You will prepare status reports, management summaries, and briefing papers for the asbestos program which identify problems, assess the overall status of completed or in-progress work, and outline issues, solutions, and recommendations.
You will monitor the emergency/service, recurring, minor, and contract expenditures in facilities with respect to availability of funds and coordinate with the command when additional funds are needed.
You will identify and prioritize projects in accordance with official CBM (Condition Based Maintenance) guidance and from knowledge of facilities and customer requirements.

- You will be required to complete initial and annual asbestos certification training from a certified Environmental Training Center for asbestos program management technical support.
- You will be required to obtain and maintain the following federal level asbestos accreditations within 18 months of employment: Inspector, Management Planner, Contractor/Supervisor, and Project Designer.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This is a bargaining unit position.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Plans and implements a Public Works Department level asbestos program compliant with standard industry procedures to be integrated into facilities management and maintenance work execution processes; 2) Serves as subject matter expert and technical representative on asbestos to communicate hazards, advise owners/program managers/facilities maintenance on recommendations and guidance; 3) Coordinates asbestos mitigation and removal projects, monitors asbestos inspections and related surveys, and maintains asbestos records for the PWD; 4) Receives, validates, classifies, and routes customer requests for all products and services to be executed by the PWD, especially project work to be executed by either in-house shop forces or contractors. 5. Conducts meetings and visits points of contact to review work efforts and requirements, identifies facility problems, facilitates work execution, and provides advice on projects.; 6. Ensures the accuracy of facility equipment inventory data in the Computerized Maintenance Management System (e.g. MAXIMO) for assigned buildings, addresses discrepancy issues, and updates with necessary parties; and 7) Conducts regular inspections, records the condition of inventory records, and identifies projects for planning and execution.
