About the Position: This position is with US Army National Guard Bureau Chief of Staff, Financial Management located in Arlington, VA. About the Surrounding Area: Situated in Northern Virginia on the south bank of the Potomac River directly across from Washington D.C. Arlington is headquarters to many departments and agencies of the federal government, including the Department of Defense and is the location of many national memorials and museums.

Duties

Plan, direct and execute actions required to formulate, develop, coordinate and implement policies and guidelines governing the designated funding appropriation portion of major programs. Analyze trends in fund utilization, and prepares periodic cost and performance reports to compare actual with forecasts. Receive, distribute, and administer all funds issued to the Installation (in excess of 5 billion dollars) to include annual funding program, allotments, obligation authorities, reimbursable, and other fund instruments. Attend meetings and conferences to resolve difficulties regarding budgetary and fiscal responsibilities, to provide authoritative budgetary and fiscal guidance to insure compliance with statutory and regulatory policy.

Specialized Experience: One year of specialized experience which includes identifying changes in budgetary and/or financial policies that affect the accomplishment of program objectives; analyzing budget and/or financial program data to develop annual and multi-year budget estimates for assigned programs and activities; analyzing trends in the use of funds, and recommend adjustments in program spending; and assisting management in planning for multi-year financial/budgetary and program changes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Budget ExecutionConcepts, Policies and Principles of BudgetDecision SupportFinancial Management Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
