This position is in the Resource Management Office of the Agricultural Marketing Service (AMS), Livestock and Poultry Program (LP). The incumbent serves as an Administrative Officer for the administrative staff providing general office management and assistance to the Resource Management Officer (RMO), with responsibility for advising, analyzing, evaluating, and executing a wide range of administrative, personnel management, and procurement duties.
Duties
The duties may include, but are not limited to: Provides advice and recommendations to the Resource Management Officer and division supervisors regarding personnel management.
Initiates requests for personnel actions and transmits the requests electronically to the human resource office.
Provides support with tracking, processing, and monitoring with-in grade increases, promotions, performance evaluations, probationary periods, conflicts of interest and leave-without-pay actions.
Advises offices of the various changes in regulatory requirements or new personnel programs and outlines the procedural requirements.
Assists Budget Analysts in the preparation of budget estimates including travel expenses, equipment purchasing, space management, communications, and adjustments for fluctuating program operations.
Closely monitors office travel cost reports, recommending ways to economize on expenditures.
Reviews and consolidates various monthly and quarterly reports from divisions submitted to the Resource Management Office.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Apply analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.
Plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting.
Develop new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automate work processes for the conduct of administrative support functions or program operations.
OR Ph.D. or equivalent doctoral degree
OR 3 full years of progressively higher level graduate education leading to such a degree
OR LL.M., if related

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
