You will serve as a PROGRAM ANALYST (SHIPS) in the Naval Surface-Force Atlantic (CSNL), Maintenance and Engineering Directorate of COMNAVSURFLANT.

Duties

You will serve as supporting analyst and requirements coordinator for the Atlantic Fleet Surface Ship Depot Maintenance (SDM) and Ship Depot Support Program. You will coordinate and collaborate with staffs to align current year budgetary requirements to support ship maintenance previously unidentified through DoD Planning, Programming, Budgeting and Execution (PPBE) process. You will represent command at meetings with the Regional Maintenance Centers (RMCs) Comptroller, the Force Supply Officer, and counterparts on the USFFC staff in those matters dealing with ship maintenance budgeting and policy formulation. You will analyze and coordinate current year directorate budgetary inputs into key USFFC program execution documents. You will assist in execution of the Atlantic Fleet Surface Ship Depot Maintenance and Depot Operations Support Program approved operating budget to assure funds are properly allocated and being obligated and spent in a timely and effective manner. You will analyze coordinates with N43 Type Desk Officers and Work Package Managers to integrate Fleet Modernization Program requirements into maintenance availabilities. You will use automated financial tools to analyze and track funding documents and analyze current year ship maintenance requirements, control, and fiscal transactions and make recommendations for internal transfer of excess funding.

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: . Utilizing budgetary requirements to support ship maintenance. Conducting complex cost analyses and planning for long-term requirements. Programming, Budgeting and Execution (PPBE) process. Applying knowledge and collaborating with other entities and providing recommendations for best courses of action. Working with Program Objective Memorandum budgetary requirements.
