Duties
Assists other team members with technical problems and issues. Collaborates, coordinates and communicates with other team members, as appropriate, to ensure consistent application and interpretation of policies and procedures.
Assures all leases, agreements, and other required reference/royalty data is complete, accurate, and in conformity with current regulations, procedures, and policies.
Resolves routine procedural issues with appropriate surface management agency, internal agency and industry representatives.
Resolves routine and semi-complex reporting discrepancies and provides technical assistance and guidance for reporting information correctly to oil and gas royalty and production reporters through telephone, video conferencing and email contacts.
Prepares override packets, routine orders, demands, and Notices of Non-compliance (NONC's) with supporting documentation.
Assists analysts in testing system modifications and preparing documentation.
Qualifications
At the GS-7, you must meet one of the following qualifications:
A. 1 full year of graduate level education (i.e. 18 semester hours or 27 quarter hours of education); OR
B. A bachelor's degree and Superior Academic Achievement (SAA): If you are claiming SAA, you must submit documentation by the closing date of the announcement showing that you have successfully completed all requirements for a bachelor's degree AND meet one of the following requirements:
Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
1. Class Standing: Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
2. Grade-Point Average (G.P.A.): Applicants must have a grade-point average of:
a. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
b. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
3. Election to membership in a national scholastic honor society; OR
C. One year of specialized experience equivalent to at least the GS-5 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience in resolving routine discrepancies and issues with internal and external entities as appropriate; using automated systems to present data to support various organizational projects; responding to simple external and internal data requests; experience with teamwork, and analyzing data, contracts, correspondence, regulations and rules, and various documentation. OR
D. A combination of specialized experience and graduate level education as defined above which equals 100%. (Note: Applicants who select this response must provide transcripts as verification of their education).
At the GS-9 level, you must meet one of the following qualifications:
A.A Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or I have a LL.B. or J.D., if related; OR
B. One year of specialized experience equivalent to at least the GS-7 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience in resolving semi-complex discrepancies and issues with internal and external entities as appropriate; using automated systems to present data to support various organizational projects; responding to semi-complex external and internal data requests; experience with teamwork, and analyzing data, contracts, correspondence, regulations and rules, and various documentation. Experience in presenting training to individuals or groups. OR

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
A written test is not required.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
