This position is organizationally aligned to the Office of Chief Nurse Executive at the Captain James A. Lovell Federal Health Care Center (FHCC) located in North Chicago, Illinois. The FHCC is larger than just a single facility, rather it is a system of facilities throughout northeastern Illinois and southeastern Wisconsin which provide medical and dental services to U.S. Military Veterans, Active-Duty Recruits, and eligible beneficiaries.
Duties
Major duties for GS-09
The incumbent serves in a development capacity at the GS-09 level. While performing at this lower level, it is expected that the incumbent will perform the major functions of the position at the full performance level but with significant oversight. The duties of this position are like those described at the next grade level but usually less than the full range. The incumbent receives more detailed instruction and supervision until the necessary knowledge, skills, and abilities to successfully perform at the journey level are acquired. Assistance is readily available, and the incumbent is expected to obtain guidance on problems and inquiries that are beyond the scope of training. As the incumbent learns to become more proficient, the degree of close supervision is decreased. Appropriate on the job training and a detailed performance plan will be followed by the incumbent to ensure progression to the full performance level, GS-0301-11.
Major duties for GS-11
The incumbent exercises a high degree of autonomy in performing a full range of managerial activities and responsibilities including resource management, budget development, performance improvement, allocation of resources, program planning and evaluation; plans overall administrative and operational functions of the Clinical Informatics department. The Incumbent will be responsible for the assessment, development, implementation, and evaluation of online, blended learning, and classroom educational programs for the development of clinical staff at the Captain James A. Lovell Federal Health Care Center and its CBOCs.
Works independently to manage in-person training courses pertaining to Clinical Informatics, the Electronic Health Record (EHR), and other related health information systems.
The incumbent functions as a liaison to multiple staff offices and serves as the conduit for information flow and management of assignments between such offices. Monitors and manages incoming actions and requests from initial receipt to completion and closeout.
Analyzes the subject matter of incoming information for appropriate distribution to offices internal or external to the office. Receives and monitors completed actions or responses; analyzes responses for completeness and accuracy against known policies and procedures; and ensures action or inquiry is closed out with the inquirer or office.
Works closely with senior management and others in implementing and evaluating policies, plans, and internal operational systems such as correspondence management, information tracking among pertinent offices and stakeholders, and internal/external communication flows.
Develops facility training plans each fiscal year, as well as a monthly training calendar of the days, times, and location of training programs for the facility scheduling staff and supervisors. The incumbent participates in facility, VISN, and national committees as requested.
Participates in all phases of training, development planning, implementation, and evaluation.
Reports activities to leadership on a quarterly basis. Reporting will include course evaluations, competency updates, and staff training statistics as per the facility's training system of record.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: the incumbent receives more detailed instruction and supervision until the necessary knowledge, skills, and abilities to successfully perform at the journey level are acquired. Assistance is readily available, and the incumbent is expected to obtain guidance on problems and inquiries that are beyond the scope of training. As the incumbent learns to become more proficient, the degree of close supervision is decreased. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond possess an equivalent combination of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
