This position is located within the Office of the Director, Command Suite, in the Quality Management Department at the Lovell FHCC, North Chicago, Illinois; a 1c complexity facility. The Lovell FHCC is larger than just a single facility, but rather a system of facilities throughout Northeastern Illinois and Wisconsin which provide medical and dental services to U.S. Military Veterans, Recruits, and Active Duty and eligible beneficiaries.
This is a 2 year NTE position.
Duties
MAJOR DUTIES
Administration (40%)
The Program Specialist is responsible for supporting functions associated with CPI and RM. Contributes to the efficient and effective accomplishment of the objectives of the overall CPI and RM Programs The employee ensures the programs (Mid-Level Management (MLM), CPI, New Employee Orientation (NEO), and White Belt), run efficiently and effectively. Assists the Risk Manager with the coordination of Peer Reviews, Medical Tort Claims, Medical Legal Risk Management (MLRM) or the National Practitioner Data Bank (NPDB) reviews. Enters data associated with the various performance measure reports associated with risk management, torts, institutional disclosures, and Office of Inspector General (OIG) document requests.
Special Projects (20%)
Plans and/or assists in accomplishing special projects as assigned and/or appropriate. Special projects involve fact-finding and suggestions for problem solution as well as assistance with development and implementation of new or reviewed policies or program changes. Solves unusual problems in performing a variety of duties related to special projects involving administrative or support issues. Assists in conducting research data from diverse sources. Extracts and assembles information. Uses advanced analytical techniques to develop conclusions. Develops reports and Presentations.
Data Collection, Tracking and Analysis (40%)
The employee collects, compiles, tracks, and completes statistical analysis, as needed to support RM and CPI. Runs reports using the Electronic Health Record Management (EHRM) and/or VISN SharePoint site. Updates, revises, sorts, calculates, and manipulates data in spreadsheet data (using Word, Excel, FHCC/VISN SharePoint sites) to convert into charts, graphs, and other reporting formats. The employee manages the RM and CPI FHCC SharePoint site to ensure the content is up to date.
Work Schedule: 7:30a to 4:00p
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examples of specialized experience would typically include, but are not limited to involves the planning, coordinating, execution of, and participation in process improvement activities for medical organizations (Hospitals/Clinics/Various Medically Related facilities) and Health Promotion Programs and individual programs to ensure that services are provided promptly, courteously, and with a compassionate understanding of clientele needs.
