This position is located within the Group Practice Management (GPM) Department, a service under the Resources Directorate at the Captain James A. Lovell Federal Health Care Center (FHCC) located in North Chicago, Illinois.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The primary purpose of this position is to provides oversight, support, evaluation, and tailored training as it relates to scheduling responsibilities and appointment management. The Program Specialist is responsible for performing appointment audits and other reviews, evaluating audit results, developing action plans for employees with scheduling capabilities throughout FHCC. This includes responsibility for identifying area-specific training needs and developing or modifying training to address local needs within areas of the command. Develops and administers training programs for all active duty, Medical Support Assistants (MSAs), physicians, nurses, social workers, and other clinical and administrative staff with scheduling responsibilities and appointment management capabilities, and tailors training for local needs and specific areas. Coordinates orientation activities, prepares materials to educate both new and experienced employees, and provides detailed guidance to staff regarding objectives and policies pertaining to scheduling procedures and appointments. Implements training based on facility needs and performs analysis of audit findings related to access to care, scheduling, consult management, insurance capture, recall reminders, return to clinic orders, open encounters, and clinic profile management. Participates in all phases of training, developmental planning, implementation, and evaluation. Serves as the point of contact for routine development and one-on-one training matters. Conducts internal audits of scheduling activities, assessing the scheduling process through a standardized auditing mechanism. Qualifications

To qualify for this position you must meet the minimum requirements: Specialized Experience (GS-09): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-07) in the normal line of progression for the occupation in the organization. Qualifying examples of specialized experience would typically include but are not limited to: Implementation of training based on facility needs and performs analysis of audit findings related to access to care, scheduling, consult management, insurance capture, recall reminders, return to clinic orders, open encounters, and clinic profile management; utilize Microsoft Office and various databases to search, extract, and organize data, produce reports, and prepare a documents such as spreadsheets, instructions, training guides, and other related products. OR, Education (GS-09): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR, Combination (GS-09): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education, as described above. Only graduate education in excess of the amount required for the next lower grade level (i.e., 9 semester hours graduate education) may be used to qualify applicants for positions at grades GS-9. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: There is a certain mobility factor associated with this position in physically visiting areas for observation or problem-solving on-site locations. Much of the work is performed in an office setting, and most sedentary, requiring standing, ambulation, bending, and light lifting. The incumbent must be able to deal with emergency situations and function calmly under stress in both public and private settings. Some travel may be required. Work is typically performed in an adequately lighted and climate-controlled office setting. The work environment is typically fast paced and requires meeting numerous deadlines. This position is not suitable for Telework.
