Duties
The Quality, Safety, and Value (QSV) service line is a foundational part of the Carl Vinson VA Medical Center with direct oversight of the framework for high quality safe patient care. The Program Analyst performs analytical and evaluative support of all integrated components of the service line through monitoring/tracking of projects related to the organization's culture of safety, quality, and high reliability. The incumbent will focus on improving quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application. Duties include but are not limited to:
Data Collection and Analysis
Maintains assigned program databases; tracks information through input/approval/publishing processes; reports assigned program status executive outcomes.
Develops tracking systems and dashboards within various programs; analyzes data and recognizes process improvement opportunities to recommend new processes to leadership.
Designs metrics and criteria for evaluation utilizing appropriate testing methodology for valid interpretation of findings for clinical outcomes, program efficacy, financial, and operational impact.
Develops and maintains various computerized tools necessary for performance improvement monitoring such as control charts, flowcharts, and fishbone.
Devises analytical techniques to evaluate findings and make recommendations; gathers and organizes statistical information using established methods, techniques, and precedents such as review of databases, and comparison of past, present, and related program functions.
Performs data validation through compliance monitors, accuracy, and timeliness of entry and ensures security and confidentiality of all databases.
Reviews medical records concurrently and retrospectively, utilizing approved and pre-established screening criteria; ensuring accurate data is obtained as to comply with the expectations of criteria. Reviews may include appropriateness monitors, Surgical Case reviews, Infection Control monitors, Specialty Care, Urgent Care, and Primary Care monitors; Laboratory monitors; Surgical and Medical Service monitors; Customer Service monitors; Occurrence Screening monitors; Governance Monitors; Pharmacy Monitors; and other monitors as assigned.
Maintains, troubleshoots, and updates, as needed, the databases supporting various processes throughout the Medical Center based on changing customer requirements.
Program Management
Manages assigned programs and distributes program reports to service areas and leadership.
Manages the Medical Center's document control program from the conceptual stage through the implementation stage, including a thorough analysis following the implementation of initiatives to assess goal achievement.
Gathers, organizes, and compares information and quantitative/qualitative data from historical sources, site visits, or other sources using established techniques and methods.
Presents findings and recommendations to internal and external stakeholders and senior executive leadership in comprehensive project reports that incorporate user-friendly data displays, detailed methodology, and validation of findings.
Facilitates education, training, and resources in support of assigned programs; orients/trains new managers and their administrative officers to assigned program(s).
As delegated, transcribes complex committee minutes, prepares agendas, and distributes appropriate action items; prepares necessary data for assigned program(s) to be reported monthly during Executive Council meetings and other various committees or workgroups as needed for assigned program(s).
Demonstrates knowledge of SharePoint and ensures compliance with the Governance structure.
Participates in survey-readiness tracers; assists with survey planning and participates in major site visit surveys such as The Joint Commission, CARF, Ascellon, and OIG.
Serves as the Alternate Controlled Substance Coordinator and provides support to the Controlled Substance Inspection Program which includes assisting with the coordination and management of Controlled Substance Inspectors, reviewing CSI inspections and reports performance outliers as well as non-compliance, and ensuring the program meets the VHA Directive and USP Controlled Substance regulations.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet Time-In-Grade requirements by the closing date of this announcement. For a GS-9 grade position you must have served 52 weeks at the GS-7 grade. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your Time-In-Grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year Time-In-Grade, as required by this job announcement. In that instance, you must provide an additional SF-50 that clearly demonstrates the one-year Time-In-Grade.

You may qualify for this position based on one of the following:
Specialized Experience: At least one (1) full year of specialized experience equivalent to the GS-7 level. Qualifying specialized experience for this position includes but is not limited to:
Developing tracking systems and dashboards.
Analyzing data and identifying opportunities for process improvement.
Facilitating education, training, and resources in support of assigned programs.
Presenting findings and recommendations to internal and external stakeholders in comprehensive project reports incorporating user-friendly data displays, detailed methodology, and validation of findings.
OR
Education: Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
Combination: Equivalent combination of experience and education beyond one (1) full year of graduate level education.

Preferred Qualifications: Share Point and program management experience, training facilitation, and superior organizational skills.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The incumbent may be required to visit wards for data collection, stand for periods when working with equipment, or walking throughout the Medical Center, otherwise, work is mostly sedentary. Incumbent must be able to work under those pressures associated with meeting deadlines for important reports. The incumbent may be required to carry light to medium-weight items such as reports, files, manuals, etc.
