The incumbent of this position serves as a Systems Redesign Specialist in the facility's Systems Redesign/Organizational Development Section. This position reports to the HSS, Supervisory Facility Systems Redesign Coordinator at CVVAMC. As the Systems Redesign Specialist, the incumbent is expected to participate in and facilitate transformative quality, safety, effectiveness, and efficiency improvement efforts.

Duties

The incumbent is expected to facilitate and coach others to lead transformative quality, safety, effectiveness, and efficiency improvement efforts; conduct studies and organizational analyses of diverse functions and work processes; provide consultative guidance to management and leadership to effect improvements in mission effectiveness, resource utilization and cost savings; and develop collaborative relationships and funding mechanisms within the VHA with customers, stakeholders, and other members of the Systems Redesign Community of Practice. Additional duties assigned but not limited to: The incumbent takes on a key role in improving the healthcare delivery process, in the realms of quality, safety, effectiveness, and efficiency. Working closely with colleagues at the facility as well as those at other VA offices and healthcare facilities to understand workflow and usability needs, provide consultations during various phases of the systems redesign process. Organizes, directs, controls and coordinates group activities in a timely and effective manner. Leads a team of subject matter experts, front-line staff, and leadership through a rigorous and defined project management process utilizing multiple tools from Lean Six Sigma, Lean VATAMCCS, and other performance improvement disciplines to further define the current state of the process. Leads project teams through designed brainstorming sessions to develop solutions toward a specific deliverable or goal during a project. Serves as primary facilitator providing instruction to others on Lean, Lean Six Sigma, Systems Redesign, or other improvement methodologies principles and tools through formal classroom instruction or small group mentoring. Identifies metrics performing below benchmarked standards or falling below the upper or lower control limits of statistically controlled models. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00 AM to 4:30 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must meet time-in-grade requirements and specialized experience within 30 days of the closing date of the announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience at GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, organizing, and developing studies or projects, making recommendations on operating programs and negotiating with others to accept and implement recommendations. Gather, analyze, and evaluate information concerning the health care management process. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. This education was obtained in an accredited business, secretarial or technical school, junior college, college, or university. If you are qualifying on education. OR, (Transcript Required) Combination: Applicants must have equivalent combination of master's or equivalent graduate level and specialized experience to meet total experience requirements. Only education in excess of one year (18 semester hours) of progressively higher-level graduate education may be used to qualify. (Transcript Required) Specialized Experience at GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, organizing, and developing studies or projects, making recommendations on operating programs and negotiating with others to accept and implement recommendations. Gather, analyze, and evaluate information concerning the health care management process. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. This education was obtained in an accredited business, secretarial or technical school, junior college, college, or university. If you are qualifying on education, transcripts are required. OR, (Transcript Required) Combination: Applicants must have equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
