This position is located within the Finance Management Service at the Carl Vinson Medical Center, Dublin (CVVAMC, GA. Primary Purpose: the incumbent serves as a Program Analyst/ Data Management Specialist - Labor Mapper for the Data Management Section/Managerial Cost Accounting and Analytics program within the Financial Management Service at the Carl Vinson Medical Center. The incumbent provides administrative guidance to the Service Chief and is key contributor in the decision-making process.

Duties

The incumbent is responsible for maintaining a facility-wide management information system that ensures the capture of cost, workload, and budget funding model data and provides analytical reports and distributes them in a manner that is useful at all levels of facility management for evaluating resources utilization and VERA performance for the medical center. the data is presented at various councils, committees, and meetings and is used to formulate policies, evaluate resource utilization, and budget performance for the medical center. The incumbent develops databases that support benchmarking of data including financial data, patient populations and workload. Incumbent is responsible for the design and development of reports and databases translating data into meaningful management information that is made available to a wide variety of constituents. Incumbent conducts special studies and analyses as requested, including feasibility studies, cost/benefit analyses, FTEE/productivity analyses, case mix analyses and submits findings, results and recommendations in a timely, concise and accurate manner. These special studies produce information that helps evaluate/analyze, on a qualitative or quantitative basis, the effectiveness of programs in meeting established goals and objectives. Work Schedule: Monday - Friday, 8:00am - 4:30pm. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/19/2024. To qualify at the GS11 grade level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D., if related. To be qualifying, major study must be in education or a subject area related to the position to be filled. Education must demonstrate the knowledge, skills, and abilities to successfully perform the duties of the position. OR, NOTE: Transcripts required if using education. Official transcripts accepted. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond post-high school education and experience may be used to meet total qualification requirements, and may be computed by the first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for the grade level. NOTE: Transcripts required if using education. Official transcripts accepted.
