The incumbent of this position is the Management and Program Analyst located in the Education Service of the Carl Vinson VA Medical Center under the direct supervision of the Designated Education Officer. The Management and Program Analyst is administratively responsible for the direction, coordination, evaluation, improvement and innovation of the Medical Center's trainee related education activities.
Duties
Major Duties and Responsibilities:
The incumbent acts as assistant to the Associate Chief of Staff for Education/DLO and Designated Education Officer in management of the Affiliations Program and is responsible for coordinating the GME and Associated Health Training programs at the Medical Center. The incumbent oversees the analysis of feedback from evaluations and resident and student surveys, and the evaluation of educational training experiences.
The incumbent is responsible for providing guidance and direction in the initiation of all new affiliations, and for the evaluation of existing affiliations. The incumbent monitors the residency/fellows/student/trainee programs to determine effectiveness in meeting the defined educational objectives and to check for compliance with regulations and other requirements. Incumbent prepares, executes and tracks program-specific information such as affiliation agreements, program letter of agreements (PLA) and Memorandum of Understanding (MOU) and all other pertinent files related to these affiliation agreements. Ensures compliance with Office of Academic Affiliations (OAA) policy and directives as well as VHA and local policies governing clinical trainee experiences at Dublin VAMC and makes sure all files are kept current and compliant with OAA standards.
As the administrative assistant for this facility's medical and Associated Health Training programs, the incumbent is responsible for working closely with the affiliates, VA program coordinators, as well as the VA HRM and Fiscal Departments to ensure that all paperwork is processed in a timely manner and all VA requirements are met. Responsible for training and coordinating with the responsible person in each service line and/or department, medical students, and/or associated health trainees. The incumbent has direct and frequent contact with medical schools as well as affiliated medical facilities to coordinate affiliation agreements, establish rotations, coordinate orientation sessions, establish disbursement agreements, and certify payment to residents based on their attendance at the Carl Vinson VAMC.
Coordinates and enhances the educational experiences of medical students, house staff, and allied (associated) health trainees that will segment the professional and technical resources of the Medical Center and the affiliating institutions. Establishes and maintains affiliation agreements, & MOU's monitoring compliance with contractual terms and taking action to correct deficiencies as indicated.
The incumbent is knowledgeable of the operation of the Medical Center and the policies and preferences of the DLO, referring matters of inquiry to the appropriate staff person, and acting on issues that can be dealt with through Education Service. Interprets policy and gives procedure advice to Service Line Executives, Department Chiefs, and their secretaries. Reviews all policy memoranda and correspondence, recommending changes when policies or procedures change. The incumbent extracts and assembles information, conducts analysis and develops monthly data for processing of residents, fellows and/or students.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience GS-9: You must have at least one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Documents educational activities in the electronic data record such as certification courses, attendance to satellite teleconference broadcasts etc. Audits all medical programs to insure adherence to the established budget. Attains and maintains accreditation status as a Contracting Officer Representative (COR). Learns terms of the agency and departmental policies and procedures. Limited responsibility for independently planning and directing the activities of the section. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first full year of graduate level education.
Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Monitoring the residency/fellow/student/trainee programs to determine effectiveness in meeting the defined educational directives. Establishes and maintains affiliation agreements, and MOU's monitoring compliance with contractual terms and taking action to correct deficiencies. Executes all facets of fund control expenditures to include the annual Continuing Medical Education (CME) contract and other expenditures. Prepares and submits a range of reports encompassing a variety of data, including but not limited to information on medical and dental budget/costs of programs or schools, and other information required by VAMC management. Manages Fund Control Points and contracts as assigned and applies professional communication and bookkeeping skills to the management of Education Fund Control Points. OR,
