This Management and Program Analyst is located within the administrative offices of the Mental Health Service Line within the Carl Vinson VA Medical Center (VAMC). This position has operation responsibility for clerical and administrative functions including management of Primary Care Management Model (PCMM) for Behavioral Health Interdisciplinary Program (BHIP), NATS, personnel actions, patient encounters, consults and workload accuracy.
Duties
Major duties include but are not limited to:
Collects, compiles, researches, and/or tracks data and statistical information in support of program operation;
Manages and completes all analytical reports associated with Mental Health. This includes but is not limited to: system redesign reports, Network Action Tracking System (NATS), advance personnel actions, staffing needs, clinic reviews, quality improvement measures, and statistics for various projects within the service;
Works closely with mental health staff, providers and other customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations;
Knows about available products and services;
Provides quality products and services;
Interacts with Mental Health team members to correct data as indicated;
Works with Mental Health Management and facility representatives to ensure that all clinic build and profiles are current at all times;
Serves as primary point of contact for timeliness of diagnostic reports, and other activities as directed;
Ensures timely clinical responses to patients/callers that potentially have an emergent or urgent care need through prompt identification of the problem and appropriate clinical referral;
Acts as liaison between Mental Health patients and medical center staff: serving as consumer advocate;
Accepts telephone calls from patients/caregivers, Mental Health staff in the field, other VA staff and/or community agency staff regarding program inquires and patient care concerns;
Oversees suggestion, quality, and/or productivity programs comprised of related functions in order to foster and effect improvements in the delivery of patient care.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience designing, configurating
and managing health information and clinical support systems; Experience collecting, storing, extracting, manipulating, reporting and communicating health data; Experience developing new insights into situations and applying innovative solutions to problems; Experience designing new methods where established methods and procedures are inapplicable or are unavailable; Experience working with clients and customers, assessing their needs, providing information or assistance, resolving their problems, or satisfying their expectations; Experience expressing information to multiple audiences through clear, convincing oral and written communications; Experience describing facts and concepts, while shaping communications to meet the needs of a specific audience; Experience setting well defined and realistic personal goals, displaying a high level of initiative, effort, and commitment towards completing assignments in a timely manner while working with minimal supervision. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items. The work requires manual dexterity for computer data entry, office machine operation, and filing. However, in general, the work does not require unusual physical demands. The work does require emotional stability to resolve crisis.
