This position, located at the Oklahoma City VA Health Care System, is responsible to represent both the Medical Center Director and the Chief, MAS or HAS on all administrative matters occurring when assigned to other than a normal tour of duty.
Duties
Major Duties of this position includes but are not limited to...
Provides administrative authority, guidance, and advice to Medical Officer of the Day (MOD), Nursing Officer of the Day (NOD) and all other clinical staff concerning administrative matters necessary for operation of the medical center during other than normal tours
Provides orientation and situational technical advice to physicians regarding VA policies and procedures
Assists medical center staff with medically related problems, including involuntary commitments, orders of protective custody, and management of unruly or severely disturbed patients
Promotes harmonious working relationship among patients, public, and staff; directly intervenes when problem regarding patient activity occurs, advising clinical staff of appropriate administrative action
Observes, evaluates, and coordinates administrative activities with IRMS, Engineering, Laboratory, Radiology, Nursing, and Environmental Management personnel, among others
Coordinates non-routine contacts received at the medical center after regular operating hours; receives and responds to non-routine patient condition inquiries and other administrative inquiries from concerned veterans, families, visitors, law enforcement officials, representatives from private hospitals, veterans service organization representatives, VA Central Office, Congressional offices, military personnel, private physicians, media, and the general public
Maintains good public and media relations; establishes and maintains liaison with Public Affairs Officer, whenever applicable and releases appropriate information to news media and public in accordance with VA regulations, VAMC policy, and Privacy Act and Freedom of Information Act requirements
Administratively approves and coordinates tests and procedures which cannot be done at medical center; locates available source and authorizes VA payment of services at community hospitals, or resolves in accordance with established sharing arrangements and coordinates patient referrals and transfers to and from the medical center including the necessary transportation arrangements
Prepares daily Gains and Losses Sheet and other related statistical reports
Maintains current bed inventory utilizing BMS software and ensures the accuracy of the program for national reporting purposes; obtains bed availability for treatment needs
Provides daily report/log of all activities occurring during tour of duty; briefs on-coming shift of pending events or the current status of any issues
Performs duties of the Decedent Affairs assistant. Assists funeral homes and families in disposition of effects and bodies; releases bodies during non-business hours
Maintains Seriously Ill roster, notifying next-of-kin, as appropriate; records operative permits, when appropriate, and assists physician; provides compassionate and sympathetic explanation of death and burial benefits to family and next-of-kin
Coordinates lodging required for eligible Veterans or family through local procedure that may include a Fisher House or other like facility
Delegated authority to act on behalf of the Director to initiate actions dealing with any disaster situation, in accordance with medical center-wide disaster plan
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-05 level.
For a GS-09 position you must have served 52 weeks at the GS-07 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience (GS-07): You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to.... knowledge of management's objectives, goals, decisions, and policies; general knowledge of Federal and department personnel management policies and practices; knowledge of medical center organization, functions, specialties, and programs, i.e., Social Work, Nursing, Laboratory, Radiology, etc.; knowledge of medical resources in surrounding community; knowledge of medical and technical terminology; knowledge of medical and administrative records systems of Privacy Act and Freedom of Information Act, as they relate to release of information on patients; knowledge of all computer menus relating to processing data for admission and determining legal entitlement of veterans to benefits and to menu for outpatient scheduling; knowledge of safety and fire prevention rules and regulations, facility and community disaster plans and procedures, and emergency plans for work areas throughout the medical center; ability to interpret rules, regulations, policies, and procedures to make sound decisions using good judgment; and available to be recalled on an emergency basis in order to maintain administrative support for off-tour patient care...OR,
Education (GS-07): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate-level education or superior academic achievement...OR,

Examples of specialized experience would typically include, but are not limited to.....Knowledge of management's objectives, goals, decisions, and policies; general knowledge of Federal and department personnel management policies and practices; knowledge of medical center organization, functions, specialties, and programs, i.e., Social Work, Nursing, Laboratory, Radiology, etc.; comprehensive working knowledge of applicable public laws, VA policy and regulations, station directives, legal decisions, and state laws dealing with care and treatment of veterans and beneficiaries, admissions, discharges, scheduling, inpatient and outpatient policy, community care resources, procedures and coordination activities, domiciliary care, sharing agreements, legal detention, beneficiary travel, patient funds and valuables, death details procedures and burial benefits, compensation and Pension activities, medical and dental benefits, procedures, eligibility, and related matters; knowledge of public laws governing VA and states served by medical center in matters of judicial hospitalization, issuing warrants, Workman's Compensation, reimbursable hospital insurance, liability of third parties, and other medical legal matters; knowledge of all computer menus relating to processing data for admission and determining legal entitlement of veterans to benefits and to menu for outpatient scheduling; knowledge of VSSC and the various data sources to be able to extract information and create statistical reports; knowledge of safety and fire prevention rules and regulations, of facility and community disaster plans and procedures, of emergency plans for work areas throughout the medical center; ability to assume role of incident commander during an emergency that may include weather, a toxic environment, major disruption of services, or an active threat including shootings, bomb threat or other terrorist acts; ability to triage a situation effectively to determine next actions in coordination with NOD, MOD and VA police; ability to interpret rules, regulations, policies, and procedures to make sound decisions, using good judgment; ability to adapt to situations quickly, precisely, and accurately; ability to cope with wide variety of problems and to resolve them quickly and decisively; ability to explain and organize complex issues in writing; and available to be recalled on an emergency basis in order to maintain administrative support for off-tour patient care...OR

Physical Requirements: The work requires much walking through the medical center with occasionally the requirement to lift objects such as suitcases, clothing, or medical charts.
