About the Position: Incumbent will serve as an Acquisition Analyst with Program Executive Office (PEO), Missiles and Space. This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.

Duties

Develop acquisition objectives and milestones to obtain the contracted services within the timeframe demanded for the particular project. Develop performance work statements and other contract requirement package documentation for contracts, procurement actions to support solicitations and contracts for the Department of the Army, other Government agencies and FMS customers. Perform in-depth research of procedures, policy, and regulations to provide technical advice to management and project managers. Establishes and maintains controls to ensure that contract award is accomplished according to guidelines and required timelines.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to obtain and maintain a Secret clearance.
  • This position requires the incumbent to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position may require incumbent to travel (TDY) up to 25% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 3 years of entrance on duty.
  • A 1-year probationary period may be required.

Specialized Experience: One year of specialized experience equivalent to the next lower grade level (NH-2/GS-11) which includes: 1) Providing contract development and contract monitoring support for assigned procurements for various weapons systems, 2) Recommending types of contracts, contracting organizations, and contract provisions, 3) Analyzing contract performance and making recommendations for revisions as projects proceed through the acquisition life cycle, and 4) Assisting in developing procurement documents and reviewing them for accuracy and adequacy.
