You will serve as a Program Analyst in the Directorate Ship Management (DSM) of MILITARY SEALIFT COMMAND.
Duties
You will monitor the manning, shipboard competency fulfilment, operational status and material condition of assigned ships or class assets and initiates action ensuring ships capabilities are current with evolving mission requirements.
You will review and track planning efforts of all program maintenance and repair efforts to include short and long-range work plans, lifecycle sustainment plans, class alterations/modernization initiatives, maintenance budgets, etc.
You will review and analyze MSC and higher level program guidance and directives to determine appropriate application in coordination with functional staff offices.
You will utilize technical expertise, experience and expert analytical skills when dealing with broad and complex program/project problems.
You will assist the Project Officer by maintaining readiness of shipboard assets, implementing methodologies and processes for collecting, recording, and reporting cost and performance data for the PM Project Office.

- Travel is an integral part of this position.
- 10-25% or more travel is required to various work sites which includes OCONUS locations as well as ships at sea and in various work sites which includes OCONUS locations as well as ships at sea and in various ports worldwide.
- The incumbent must be able to obtain and maintain a U.S. Governmetn passport for official OCONUS travel.
- Occasional overtime may be required.
- Employment and Financial Interest disclosure may be required. You may be required to complete OGE Form 450 annually.
- Shipyard and shipboard work is a requirement of the position where the incumbent may be required to climb, crawl, and bend to accomplish shipboard inspections in a shipyard environment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with Shipboard Maintenance, Planning, and Operations, and POI organizational programs and missions. Experience with contracting procedures. Experience with budgeting and sponsor funding policies and procedures for ship operations. Experience with administrative laws, regulations, and policies related to program/operations area to consider impact on programs. Experience with a wide range of qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned programs. Experience applying analytical and evaluative methods and techniques in developing new procedures and approaches to identify and resolve significant issues and problems. Experience with data analysis processes and techniques. Experience utilizing shipboard readiness reporting systems such as Shipboard Automated Maintenance Management (SAMM), Port Engineer (PENG), Ships Material Assessment and Readiness Testing (SMART), and Ready For Tasking (RFT).
