About the Position: Serves as Operations Research/System Analyst (ORSA) within the Deployment and Enablers Analysis Division of the Center for Army Analysis. Applying state of the art computer programming skills focused in C++ and Structured Query Language. Providing various programming and data analysis skill to improve senior leaders decision making.
Duties
Programs a computer model using the C++ programming language and Structured Query Language (SQL).
Applies mathematics, probabilities, and statistics to develop complex model algorithms.
Presents trend analysis and findings from modeling to team members.
Conducts analysis of Army force structure using operations research techniques.
Leads regular model planning meetings with model users to prioritize modeling efforts.
Works independently to solve complex problems and recommend solutions.
Works with other team members to coordinate and synchronize modeling and study efforts
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion
and testing due to direct involvement with an on-duty accident .
- Appointment to this position is subject to a one year probationary.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (NOTE) Must provide transcripts.
In addition to meeting the basic entry qualification requirements, applicants must have specialized experience listed below:
GS-11
One year of specialized experience equivalent to the GS-09 level in the Federal service which includes,
- Utilize various programming tools, especially C++ computer programming language and Structured Query Language.
- Analyze automated data processing systems.
- Improve operation research approach by improving or identifying new areas for analysis.
GS-12
One year of specialized experience equivalent to the GS-11 level in the Federal service which includes,
- Develop computer algorithms and code to represent Federal combat support concepts.
- Conduct examinations to determine best compromises which involves readiness, force structure, sustainability, transformation, and modernization.
- Utilize C++ and SQL to develop or improve current federal system requirements.
GS-13
One year of specialized experience equivalent to the GS-12 level in the Federal service which includes,
- Facilitate automated data processing as the lead model developer and maintainer for a computer model used by various team of analysts.
- Provide decision support tools for senior leader decisions about future force structures.
- Conduct extensive systematic research to identify problems within various computer programming language to include C++ and Structured Query Language.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
