Duties
The Executive Director, CITE will oversee human capital planning for the DHS cybersecurity workforce and Intelligence enterprise workforces. A strong human resources background coupled with the ability to be innovative will make this candidate successful leading the implementation of the new Cyber Talent Management System (USAJOBS - DHS Cyber - Mission).
Additionally, the incumbent will craft forward-leaning and innovative policies and strategies for the DHS Intelligence Enterprise and ensure alignment with the Office of the Director of National Intelligence (ODNI) Intelligence Community (IC) human capital policies.
Specific responsibilities include:
Oversees all aspects of human capital planning, direction and oversight for two major segments of the DHS workforce: (1) the cybersecurity workforce; and (2) the Intelligence enterprise.
Directs the development and implementation of the Cybersecurity Talent Management System (CTMS) authorities and represents the interests of the Department.
Collaborates with senior officials in the Department, other Federal agencies and private industry on cybersecurity challenges and potential solutions.
Provides executive direction of oversight in setting up and overseeing the operational human resources office responsible for delivering the full range of services associated with the new Cyber Talent Management System and ensuring alignment with the policy division which also reports to this position.
Oversees DHS Intelligence Enterprise human capital coordination with the Office of the Director of National Intelligence (ODNI) Intelligence Community (IC) human capital policies and develops new strategies to provide Office of Intelligence and Analysis (I&A) and the broader DHS Intelligence Enterprise workforce the flexibilities and talent needed to meet their critical missions. The Branch develops, implements, and provides guidance on various human capital policies and programs and flexibilities under Title 5 and Title 50 that supports integration and agility across IC agencies and the DHS Intelligence Enterprise.
Serves as the principal advisor and consultant to OCHCO and other Department Officials on all activities related to human capital management and operations for the Department's Cybersecurity and Intelligence Community. Serves as a key advisor to senior management officials at the highest levels of DHS on matters pertaining to operational outcomes and requirements for cybersecurity and intelligence goals. The counsel provided by the incumbent of this position relates to DHS issues that are of critical importance and highly complex in nature.
Advises on policy issues and considerations, as well as all matters affecting the DHS's human capital functions in assigned program areas. Makes authoritative recommendations to DHS officials for resolving key, critical, sensitive and controversial issues in the areas outlined above.
Provides leadership, supervision, and management of the CTMS and Title 50 Cell staff. Develops and implements an annual office strategy and associated budget, personnel, and contract requirements in support of priorities. Directs the activities of the staff in executing Human Capital functions for the DHS Cybersecurity and Intelligence Communities, performing all administrative functions, and in other matters as directed by the CHCO.

TECHNICAL QUALIFICATION (TQ)s:
YOU WILL BE EVALUATED ON ALL OF THE FOLLOWING TECHNICAL QUALIFICATIONS (TQs): Your responses to the TQs should be embedded/addressed within your resume not to exceed five pages.
TQ 1. Proven Leadership and Technical Proficiency: Demonstrated experience collaborating with stakeholders to develop and implement an innovative-first of its kind-Departmental policy or program.
TQ 2. Expertise in HR Management Principles and Consultation: Mastery of current and ability to quickly assess new Human Resources principles, concepts, laws, and regulations and ability to then manage Cyber, Intelligence or related HR function at the Department or Federal-wide level.
NOTE: Your demonstrated leadership ability and the evidence of the TQs must be clearly shown in your resume. A separate narrative statement will not be accepted.
