The selectee of this position serves as a Deputy Assistant Director for Human Resources responsible for overseeing the day-to-day activities of the United States Marshals Service (USMS) Human Resources programs.
This position is located in the Human Resources Division/Arlington, VA.
Duties
The United States Marshal Service is seeking a dynamic, results driven individual to serve as the Deputy Assistant Director (DAD) for Human Resources to manage human capital policies, programs, systems, and procedures in accordance with federal laws/regulations. This position is in the USMS Human Resources Division. The incumbent serves as the DAD and Human Resources Officer in leading, planning, administration, and improving initiatives for Human Resources (HR) to support the agency workforce. Typical assignments include:
Serves as the DAD HR supervising a multidisciplinary team of specialists, team leads, and subordinate supervisors in the areas of executive resources, employee relations, workforce strategy, policy and accountability, HR management, Performance improvement, and Employee/Labor Relations.
Participates in Agency strategic planning initiatives at the operational and tactical levels, providing expertise in integrating human resource requirements and plans in the overall Agency strategy for mission accomplishment.
Leads assessments and process improvement efforts to foster a customer-centric organization that regularly conducts outreach to agency executives.
Directs and implements HR programs consistent with statutory and regulatory requirements in functional areas to include, recruitment, retention and placement, talent management, position classification and pay administration, workforce data and management information systems, and program formulation of policies and procedures encompassing the spectrum of HR functions.
Serves as a key advisor to senior level managers and staff personnel, providing authoritative guidance and assistance in all areas of human resources management practices, policies, regulations, and laws.
Participates in senior-level management meetings with Department officials and other external Stakeholders to contribute advice on the HR programs and management processes.

Requirements
- Must be a U.S. Citizen or National.
- Must pass a pre-employment drug screening and background investigation.
- Must be able to obtain and maintain a Top Secret security clearance.
- This is a Testing Designated Positions (TDP) and is subject to random drug testing.
- May be required to successfully complete a trial/probationary period.
- May be required to successfully complete a supervisory probation period.
- Status Candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Qualifications
TIME-IN-GRADE REQUIREMENTS: Merit Promotion and Veterans Employment Opportunity Act (VEOA) Status applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility.
One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS-15 grade level.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply.
To qualify at the GS-15 grade level, you must meet the following:
Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-14 grade level in the Federal service performing the following duties:
Assisting in the development and implementation of policy and program guidance in all areas of Human Resources Management (HRM) for use throughout an organization;
Providing procedural guidance and direction on HR operations to HR staff, component supervisors and selecting officials to improve efficiency and customer satisfaction;
Reviewing HR policies and courses of action to ensure they are consistent with laws and regulations; and
Providing strategic oversight of an HR program to align program initiatives and objectives with overall organizational mission.
