About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Eustis.

Duties

Provide financial management expertise, technical advice and guidance, and leadership in performing a broad and extensive range of financial management program planning and analysis for a complex program. Formulate establishment and implementation of financial management policies, instructions, and procedures on all matters relating to programming, cost, budgeting, funding, forecasting, and status of funds. Responsible for all aspects of the formulation, development, and execution of budgets, financial plans, and multi-year programs to properly fund and meet program resource requirements. Provide advice, assistance, and guidance on budgeting, cost estimating and financial management related information. Conduct analysis, reviews, and special studies of financial management and/or cost information.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain a SECRET security clearance.

Specialized experience would be demonstrated by analyzing financial trends to improve organizational efficiency; developing cost analyses to make financial recommendations for contracts; analyzing project requirements to adhere to budget restraints.
