About the Position: Will serve as a Health Systems Specialist within the Department of Surgery at the Walter Reed Hospital in Bethesda, MD.
Duties
Contribute to process improvement projects related to meeting or exceeding organizational accreditation standards and optimization of departmental functioning.
Plan the overall work to be accomplished by employees, setting priorities and preparing schedules for work completion.
Provide leadership to other employees such as coaching, mentoring, training, and reviewing work.
Accumulate, develop, maintain, interpret, and analyze a variety of statistical and demographic data including charts, graphs, and/or reports data (e.g., operative case log reports, ambulatory data system reports, customer survey studies, etc.).
Monitor the Military Healthcare System (MHS) for trends, analysis, and comparisons, gather and interpret data, making recommendations to leadership on findings that may affect productivity, access and quality of service.
Identify problems with health care processes and recommend alternatives to improve processes, identifying and reporting any quality improvement issues.
Monitor and coordinate personnel matters (e.g., recruitment and placement actions, removal and suspension actions, equal employment opportunity (EEO) complaints, denial of within grade actions, performance management, etc.).
Monitor and prepare or assist in the preparation of the annual budget.
Maintain files in support of program.
Coordinate and consult with leadership on program administrative matters.
Gather and interpret data to make recommendations for leadership on findings that may affect productivity, access and quality of healthcare services.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- This position requires the incumbent to have tuberculosis testing.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes utilizing various databases and healthcare systems, such as: Wide Area Workflow (WAWF), General Fund Enterprise Business Systems (GFEBS), Defense Travel System (DTS), Military Health System (MHS) Genesis, Healthcare Product Line, or Defense Medical Human Resources System-internet (DMHRSi) to monitor the healthcare delivery processes within a medical treatment facility (MTF); analyzing data to identify problems with healthcare processes; and assisting in the preparation of annual budgets; and scheduling appointments and meetings. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in hospital administration, public health administration, or in a related field, such as business or public administration with course work in health care administration. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
