Duties

Directs, plans, organizes, and manages the day-to-day mission execution of the Wing Operations Group. In conjunction with the commander, serves as strategic advisor to the Wing Commander on critical OG issues pertaining to the worldwide execution flying operations, operations support, air defense operations and special operations under peacetime, contingency and wartime. Provides higher level management direction to subordinate squadron Commanders. With the commander exercises supervisory and managerial responsibilities for subordinates. On a day-to-day basis directs the efficient operation of the Group; makes complex executive and unique technical decisions concerning the wing's daily flying operations. to include operational waivers for Air Force Instructions and Technical Order guidance to accommodate unusual situations and complicated issues. Directs all aspects of day-to-day flying operations to include allocation, scheduling, mission planning, execution, command and control, aircrew training and standardization/evaluation. Interfaces directly with senior officials, ANG MAJCOM, NGB all issues associated with generation and execution of assigned personnel and aircraft worldwide taskings. Exercises supervisory personnel management responsibilities. With the OG Commander participates fully and directs, coordinates, and oversees the work of OG personnel through subordinate supervisors. Advises staff regarding policies, procedures, and directives of the Wing Commander, or higher headquarters. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications, mission requirements, and EEO and diversity objectives. Ensures reasonable equity among squadrons of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors. Explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses. Appraises performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors. Approves expenses comparable to within-grade increases, extensive overtime, and employee travel. Recommends awards for non-supervisory personnel and changes in position classification to higher level managers. Hears and resolves group grievances and employee complaints referred by subordinate supervisors and employees. Initiates action to correct performance or conduct problems of employees directly supervised and reviews and/or approves serious disciplinary actions (e.g., suspensions, removals) involving non-supervisory subordinates. Liaises between the Wing and Numbered Air Force and responsible for ensuring proper manning and asset allocation. With the commander, sets expectations for asset availability and staffing to ensure coverage while maintaining Critical Mission Readiness level for all personnel. In the absence of the commander is the approval authority for all missions and the Tier 2 waiver authority for active missions. Advises the Wing Commander on operations and as the senior civilian in the OG is the continuity on operations. Leads and/or participates in special projects and initiatives and performs special assignments to include making periodic, comprehensive assessments and evaluation program goals/objectives/. Identifies the need for special projects and initiates milestones and goals. Establishes the mission and goals of the OG to correspond with command and Air Force strategic plans. Develops the mission readiness of assigned members for single/multiple or diverse weapon systems. Manages the flying and ground training program for the group. Develops metrics for wing performance in supporting all missions and uses the metrics in the strategic planning to support missions worldwide. Prepares the annual budget estimate for the group and manages the current group budget. Represents the Wing Commander and Operations Group Commander in strategic planning with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with installation command; commanders and deputies of other groups on the installation; Wing, MAJCOM, NGB and Air Staff Headquarters; AF working groups; other federal, state, and local officials; union representatives; community groups; etc. Establishes resourcing priorities for the operation of multiple squadrons. Directly interfaces with and leverages the Command's functional staffs to ensure optimal support for mobility operations. Engages with subordinate organizations in developing new organizational processes and formulating the developmental paths of their personnel. Acts as the final authority for the approval of such actions. Performs other duties as assigned.

  • APPOINTMENT FACTORS: T5 Excepted Service appointment in the Alaska National Guard.
  • INDEFINITE: Indefinite employees may be separated with a 30 day notice OR may be converted to permanent without further competition.
  • Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver?s license is required.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

Qualifications

SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. GS-14 - Must have at least one year of specialized experience equivalent to at least the next lower grade level, GS-13. Examples of specialized experience includes: Directs all aspects of day-to-day flying operations to include allocation, scheduling, mission planning, execution, command and control, aircrew training and standardization/evaluation. Exercises supervisory personnel management responsibilities. Sets expectations for asset availability and staffing to ensure coverage while maintaining Critical Mission Readiness level for all personnel.
