As a GS-0560-14 Budget Analyst, you will be a part of the Comptroller's Office of the Defense Advanced Research Projects Agency.
Duties
The Comptroller's Office of the Defense Advanced Research Projects Agency consists of four divisions: the Budget Analysis Division, the Financial Accounting Operations Division, the Business Operations Division, and the Programming and Budget Formulation Division. The office serves as the nucleus for implementing the research work of the Agency by securing resources through the budget formulation process, issuing funds to contracting agents and performers (approximately 7500 actions yearly), and monitoring accounting and reporting operations performed by others on DARPA's behalf. Emphasis is on control procedures for providing budgetary review information and proprietary accounting data to meet both internal and external requirements.
This position is located in the Programming and Budget Formulation. This Division is responsible for the formulating, developing, recommending, and implementing policies and procedures pertaining to the establishment and management of budgeting, program cost assessment, and statistical reporting. This position will also support the other divisions within the Comptroller's Office on an as needed basis to allow cross-functional training to include financial analyses and reporting, budget execution monitoring and tracking, and business operations support in the area of budget formulation systems.
As a Budget Analyst you will be responsible for the following duties:
Analysis and evaluation of actual and potential fiscal effectiveness of current and planned programs.
Identification of actual or potential problem areas, trends, imbalances or similar factors in the programs/projects involved.
Evaluation of alternative or corrective actions in terms of effect on other programs/projects or overall impact on the Agency's budgetary flexibility.
Development and recommendation of adjustments in resource use to provide balanced projects and program element funding profiles to achieve maximum effectiveness.
Conduct the day-to-day operations of the DARPA funds control system involving R&D funds allocated to DARPA Agents.
Participate in the planning, development, and revision of the Agency's funds control system.
Validation of the integrity of DFAS General Ledger transactions and Agency level reporting.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Responsible for planning, designing, and carrying out projects, studies, or other work with minimal supervision beyond the establishment of overall policy objectives and priorities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
