About the Position: The Director of Operations (DOO) is responsible for execution of operations in support of garrison/tenant units. Program manager for developing all plans to accomplish law enforcement, fire protection, prevention, emergency operations, security, domestic threats and natural disasters, emergency management, and command and control. Directs, plans, manages DOO programs and resources. Develops projects with final authority to approve, alter, or reject proposals.

Duties

Serve as a technical advisor to the Garrison Commander and other management officials. Oversee variety of services and programs including Airfield Ops, Anti-terrorism, Law Enforcement, Fire Protection/Prevention, Visual Info Svc, Physical Security, and Emergency Mgt. including oversight of the Inst. Emergency Operations Center (IEOC). Provide operation security (OPSEC) support to garrison and tenant units including OPSEC measures in all garrison and supporting plans. Develop and execute all contingency plans necessary for rapid reaction to domestic emergencies, acts of terrorism, and natural disasters associated with earthquakes and weather phenomena. Brief higher echelons on organizational strategic operations, drafts and prepares executive correspondence, and communicates with officials of other units or organizations advising management officials of higher rank. Coordinate installation plans with all major tenant units, the Federal Emergency Management Agency, and state and local emergency management agencies. Coordinates with local Federal agencies when overlapping responsibilities exist. Exercise significant responsibilities in personnel management assuring reasonable equity of performance standards and rating techniques are developed. Hearing and resolving group grievances or serious employee complaints. Reviewing and approving serious disciplinary actions (e.g., suspensions) involving non-supervisory subordinates. Direct, plan, manage and coordinate Directorate of Operations (DOO) programs and resources. Manages current year budgets and forecasts directorate resource requirements for future Program Objective Memorandum years. Exercise full program management responsibility by overseeing planning, managing, directing and evaluating operations with full authority to make decisions and commit to a course of action with a primary focus on current and future operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position has been designated "Mission Essential".
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
