Duties
Serves as a technical expert and provides advice and guidance regarding the Enterprise Portfolio Management Tool (EPMT), aka Project Server.
Serves as a project manager for assigned high-priority projects to include performing full execution of project implementation.
Anticipates and identifies potential risks to a project or a program and escalates risks with recommendation to appropriate management official.
Conducts complex analytical studies, prepares various reports and findings, and provides advice and guidance to managers concerning study findings, which may have influence on existing policy and on policy development.
Communicates effectively with a variety of individuals using a high degree of sensitivity, tact, and diplomacy to present controversial HR matters and issues.

Specialized Experience: For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service.
Experience for this position includes: Establishing and maintaining working relationships with various internal and external stakeholders; leading and facilitating communications with internal and external customer and Senior leadership; analyzing and managing various projects and reporting activities; providing technical advice on program operations and schedules among staff; and working with various customers and staff to gather information, prepare documents of findings, and/or present results or recommendations.
There is no education substitute for specialized experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
