About the Position:
This position is with Headquarters (HQs), US Army Corps of Engineers, Directorate of Contingency Operations located at the U.S. Government Accountability Office (GAO); 441 G. Street NW, Washington, D.C. 20314.
This position will be filled on a permanent basis. A recruitment or relocation incentive may be authorized.
Duties
Serves as an Administrative Officer; coordinates all administrative functions within the G3 and Operations Protection Division (OPD) and ensure compliance with all applicable policies and procedures.
Coordinates the full range of administrative services functions including, Resource Management activities (budget, manpower, management analysis).
Provides recommendations for the revision of regulatory policies, and standard operating procedures pertinent to personnel administration and management operations.
Reviews requests for recruitment, reassignments, promotion, position changes, or other personnel actions from the individual divisions and branches and ensures they contain the appropriate documentation.
Serves as Government Purchase Card (GPC) holder for the G3 and, Alternate GPC holder, for the Directorate of Contingency Operations purchasing supplies and equipment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance. This requires that a personnel security investigation be adjudicated on a pre-appointment basis which may take up to 90 days or longer to process.

Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: One year of specialized experience which includes: Coordinates administrative functions within the organization. Initiates administrative reports, documentation, personnel accounting, strength reporting, and personnel actions, awards, promotions, evaluations, pay and finance. Works with manpower on position management studies to develop organizational structure throughout the Divisions to utilize human resources, dollar resources, and equipment resources effectively. Responsible for training timekeepers regarding proper documentation and account management, coordinating and assuring proper execution of operating funds allocated to cover costs (including overtime).
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
