This position is as an IT Network Specialist Systems (Local Area Network-LAN) Administrator, Division of Information Resource Management (DIRM), and Information Technology Department of the Phoenix Indian Medical Center (PIMC), Phoenix, AZ. General responsibilities include the support of an integrated computerized system for information management for PIMC and other supported facilities within the Phoenix Service Unit. Reports to the Director of Technology Services.

Duties

This position is being re-advertised to solicit additional applications. Applicants who applied previously need not reapply unless submitting updated and/or missing information. Administers the utilization and operation of IT network hardware, software and operating systems used to support the PIMC and other PIMC health care facilities. Provides system administration and configuration of LAN network equipment, including switches and routers. Restoration of data and applications from backup files and media including responsible for insuring the LAN system backups are performed daily. Helps solve personal computer problems including diagnosis, hardware repair, network problems and application assistance. Investigates security incidents and recommends appropriate action to the appropriate individuals/programs. Reports and documents incidents according to regulations and maintains file on security related incidents. Designs and delivers technical training on system operations to Telecommunication and IT personnel.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS, GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: work experience in a health care information technology environment, installing, configuring, upgrading, and troubleshooting hardware and software components with minimum guidance and oversight. Also, knowledge of InterSystems Ensemble/Cache, Resource & Patient Management System (RPMS), AIX Unix or Windows operating systems to include server editions, Microsoft Office applications, MUMPS, and other programming environments. OR Completed three (3) years of graduate education leading to a Ph. D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. (Must submit copy of transcripts). OR Completed a Ph.D. or equivalent doctoral degree or LL.M from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management. (Must submit copy of transcripts). OR Possess a combination of education and experience as described above that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-11 grade level (Must submit copy of transcripts and resume with applicable experience). MINIMUM QUALIFICATIONS, GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: work experience in a health care information technology environment, installing, configuring, upgrading, and troubleshooting hardware and software components, operating in a senior capacity, independently, with minimum guidance and oversight. Also, knowledge of Ensemble, Resource & Patient Management System (RPMS), AIX Unix or Windows operating systems to include server editions, Microsoft Office applications, MUMPS, and other programming environments. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
