Duties
As a MANAGEMENT AND PROGRAM ANALYSIS (ENTERPRISE DATA ANALYTICS) you will be responsible for the following duties:
The incumbent performs a wide range of duties within the Enterprise Analytics and Information (EA&I)/Office of the Chief Data Officer organization within the DCSA Chief Strategy Office. The incumbent will use their data and analytics skills, along with critical thinking and problem solving to understand, document, manage, and use data assets throughout the data life-cycle to achieve optimal mission performance through detailed knowledge of agency data assets.
Performs various tasks throughout the data asset life-cycle involving documentation of metadata for data reuse, data catalog, management and governance, including support to the DoD federated data catalog efforts.
Uses acquired knowledge of data assets to participate in the ideation and development of innovative data products and services by conducting analysis of data assets (including data gap analysis) and documenting associated data asset characteristics (metadata) in a central data catalog.
Routinely uses critical thinking skills and knowledge of the data assets to communicate value and meaning of data assets through various data storytelling methods (e.g. visualization, dash-boarding, storytelling, etc.).
Assists the Information and Data Architects with development and maintenance of business-driven information and data models through appropriate governance methods such as change management, configuration management, portfolio management, etc.
Supports agency wide transformation projects and mission area specific analytical process and tool development. Develops presentations for reports and briefings, describing the analyses and providing recommendations to stakeholders at all levels of the organization, including providing assistance to prepare content for consumption by executive level governance and the Agency Director.

All U.S. Citizens who reside or currently employed in the Boyers, PA local commuting area, which includes the Pennsylvania counties of Butler, Clarion, Armstrong, Allegheny, Beaver, Lawrence, Mercer, Crawford, Erie, Venango, Jefferson, Indiana, and Westmorland; Ohio counties of Columbia, Trumbull, and Mahoning; and all cities existing in Pennsylvania or Ohio within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-11 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes experience with the following functional and data technology areas: data modeling, data security and obfuscation, data quality, data integration, data storage, master data management, enterprise metadata management, data marts (physical and virtual), enterprise content management, search and discovery, and analytics (information portal, analytical workbench, data science, and artificial intelligence); Utilization of problem analysis, structured analysis and design, and programming techniques; experience with systems integration patterns, including interface design specifications, and familiarity with web-oriented architecture techniques; and developing presentations for reports and briefings, describing the analyses, and providing recommendations to stakeholders at all levels of the organization, including executive level governance and Agency Director.
