Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Alaska Regional Office, Office of the Regional Director, in Anchorage, AK.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1) Maintains a working knowledge of policy and program guidance for the Alaska Region to mitigate risk of non-compliance. To include, but not limited to: A) 2019 Revision to OMB Circular A-16; B) President's Management Agenda, Action 13; C) Evidence Act and Guidance #1; D) Freedom of Information Act; E) Information Quality Act; F) Paperwork Reduction Act; G) Privacy Act; H) OMB Data Lifecycle Guidance; and I)Federal Data Strategy Data Governance Playbook.
2) Develops and implements policy and program guidance which supports the integration and synchronization of data stewardship across functions, including leading the development of business rules for capturing, sharing, using, and transferring data.
3) Determines the data content; how it will be structured, shared, controlled, and made easily accessible for the needs of the Alaska Region.
4) Works with appropriate BOEM/BSEE managers to initiate corrective actions on errant data in corporate systems or broken widgets on behalf of the Alaska Region.
5) Responsible for lifecycle data management, including managing data assets, standardizing data format, sharing of data assets, and publication of data assets in accordance with applicable laws.
6) Leads the development and maintenance of overall data architecture and develops, designs, sets up, and maintains the Data Stewardship Network for knowledge dissemination to appropriate users within and outside of DOI and serves as the principal advisor to the Alaska Regional Director on the Priorities Review Board.
7) Responsible for setting standards and processes for data deliverables.
8) Serves as a Contracting Officer Representative (COR) and assists in coordinating efforts amongst other CORs for data and IT management.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information:
GS-14: $131,199-$170,556 per annum.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
To qualify for this position, you must meet the Specialized Experience for the series/grade to which you are applying.
Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience (must meet all): 1) leading the development and/or maintenance of overall data architecture; 2) developing and implementing data management processes and/or policies; and 3) advising senior leadership in driving organizational and cultural change to institutionalize data stewardship.
