The primary purpose of this position is to provide program management support to the 88 ABW/CEC and assigned tenant facilities located on Wright-Patterson Air Force Base (AFB) Ohio (OH).
Duties
1. Develops proposals for systems furniture and associated equipment for the 88 ABW and assigned tenant facilities.
2. Prioritizes, coordinates, manages, approves and oversees the preparation of contract documents (Statements of Work cost estimates and funds required) for IDQ, SABER or standardized construction projects and subsequent job orders.
3. Analyzes and researches all elements of requirements for modification and repairs of systems furniture and associated equipment installed for the 88 ABW and associated tenant facilities.
4. Analyzes project requirements, determine the method of accomplishment, identify additional support needed (e.g., communications supply, civil engineering), develop process used and ensure work is correctly accomplished.

- May be required to travel by military or commercial aircraft in the performance of temporary duty.
- Additionally during field visits to design construction sites, the employee is exposed to all kinds of weather conditions and sites that may be infested with snakes, insects and reptiles.

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes managing and conducting personnel, manpower, and organizational/functional alignments and organizational analyses of a wide diversity of functions, and work processes and provide innovative, expert management consultant capabilities to improve mission effectiveness, resource efficiency, and provide resource savings. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and skill in applying analytical and evaluative methods and techniques to identify resources required to accomplish initial installation of systems furniture, associated equipment and follow-up service contracts.
2. Knowledge of the major issues, program goals and objectives, work processes and administrative operations and sources of funding pertinent to the CE Directorate, AFMC and tenant organizations.
3. Knowledge of commonly used budgetary methods, practices procedures, regulations, policies and processes to formulate, justify and execute the assigned budget in support of the mission, structure, goals work processes and programs of the assigned organization(s).
4. Ability to plan, organize and develop studies or projects, making recommendations on substantive operating programs, and negotiating effectively with others to accept and implement recommendations, where the proposals involve substantial resources.
5. Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities.
6. Professional knowledge of civil engineering concepts, principles and practices and familiarity with other engineering disciplines and architecture.
7. Knowledge of engineering and construction standards, methods, practices and techniques, materials and equipment to determine compliance with federal, state and local codes and regulations.
8. Knowledge of standard contracting regulations, practices, and procedures as they apply to construction management.
9. Knowledge of automated data processing concepts systems capabilities, and economic usage to effectively accomplished assigned functions.
10. Knowledge of health, safety and environmental requirements as outlined in applicable standards, regulations and/or technical orders.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
