You will serve as a Logistics Management Specialist in the Operations Branch in the Foreign Military Sales (FMS) Maritime Division of the FMS Operations Department within the International Programs Directorate of NAVSUP WEAPON SYSTEMS SUPPORT.

Duties

You will manage logistics life cycle support from inception to disposal of material encompassing New Construction, Outfitting, and weapon system Follow on Supply Support. You will evaluate alternative logistics support strategies relative to funds availability and, if necessary, formulate alternative support concepts to achieve IPS program objectives. You will develop material spares and repair requirements using mathematical availability models to ensure availability. You will perform the full range of inventory management functions including maintenance of inventory levels necessary to provide optimal support of assigned systems. You will participate in all phases of integrated logistics support planning for the system/ equipment/ platform. You will maintain millstones and performance statistics for optimum weapon support. You will develop material spares and repair requirements using mathematical models to attain system/ equipment/ platform availability.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66; members are encouraged to earn their CLPs by completing Defense Acquisition University Credentials.
  • Position requires DoD Security Cooperation Workforce Certification. Employee must meet DoD Security Cooperation Workforce Certification requirements applicable to the duties of the position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal Service or equivalent experience in the private sector performing Logistics Management Specialist work utilizing a knowledge of the concepts, policies, procedures, and techniques of supply planning and inventory management. I am able to communicate extremely well both orally and in writing. Specialized experience must demonstrate the following: 1) Utilizing a broad knowledge of Navy Foreign Military Sales (FMS) budget regulations, policies, procedures, and processes sufficient to formulate FMS budgets; 2) Applying a comprehensive knowledge of Integrated Product Support (IPS) management concepts, principles, and methodologies to apply to a variety of difficult and complex IPS projects, some of which are unique to foreign customers; 3) Performing duties related to IPS (provisioning, allowance development, requirements determination, budgetary planning and execution, overall program support management) sufficient to design an IPS management strategy and operational plan that assures needed spares logistics support is provided at the right time and place; 4) Applying a comprehensive knowledge of applicable Department of Navy and Department of Defense organizations and related international logistics concepts, principles, regulations, practices, and policies; and 5) Utilizing a comprehensive knowledge of the technical characteristics of assigned FMS weapon systems, platforms, and equipment including all aspects related to IPS necessary to develop tailored IPS spares plans.
