Duties

Provides policy and program review and project management expertise in support of the full scope of the Agency?s Learning and Development programs at the strategic and tactical/functional levels. Evaluates the need for new or revised policies, procedures, programs, and technologies to support the overall Learning and Development program and Agency strategic initiatives; coordinates, develops and implements changes when warranted. Performs studies of considerable scope and depth to recommend effective learning solutions, assess the overall quality of the Learning and Development program, or to resolve significant policy or operational issues. Evaluates and analyzes Learning and Development programs to ensure alignment with competency development needs as determined by agency strategic plans and needs assessments and to ensure seamless integration across programs Ensures training solutions are available to meet agency needs or acquired consistent with procurement procedures and regulations or other means. Employs learning technologies to execute on strategic priorities. Conducts studies, research, and analysis, preparing and presenting briefings to keep management informed of trends and needed interventions. Prepares and maintains the agency?s five year Learning and Development strategic plan, serving as primary integrator across strategic priorities, ensuring seamless alignment.

  • Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as providing advisory services to management regarding organization-wide workforce development programs in alignment with Agency mission and strategy in a business environment. Work must include examples of applying adult education principles in developing strategic training and development initiatives, assessing program efficiencies and effectiveness, and developing learning programs or curricula for both in-person AND virtual environments using learning technologies. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
