This position falls under the Semper Fit Division of MCCS and reports directly to the Deputy Director of the Semper Fit Division, Camp Pendleton.

Qualifications
Incumbent oversees the management of the Outdoor Adventure Program and will ensure the development and implementation of recreational activities for all active duty aboard Camp Pendleton. Ensures the proper scheduling and supervision of large groups of active duty units in a variety of recreational activities. Recreational activities may include rock climbing, bike riding, fishing, hiking, kayaking, archery, surfing, ocean activities, etc. Develops short- and long-term strategic plans for the department. Ensures development and implementation of Operational Risk Management (ORM) in accordance with Base Safety Program. Adheres to safety regulations and standards. Advises groups on safety regulations, emergency procedures and proper use of equipment. Uses required safety equipment and observes safe work procedures. Ensures groups use proper safety precautions and corrects any unsafe actions. Promptly reports any injuries to their immediate supervisor. Utilizes a planning process to ensure all administrative, logistical, marketing, ORM, fiscal, venue, and other critical event planning components are accounted for in each programSupervises employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol abuse and take appropriate action. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste, and abuse. Prepares, justifies, executes, and monitors comprehensive capital and operating NAF and APF budgets. Establishes proactive controls to ensure budgetary objectives are met. Takes corrective action when budget variances occur. Computes financial data and statistics to prepare reports and forecast budgets for execution, and short- and long-range plans. Analyzes profit and loss statements to identify discrepancies, needs, opportunities and efficiencies to operate more effectively. Compares current and historical data to determine trends and anticipate future requirements. Provides budget data and analysis to Semper Fit Deputy Director and higher headquarters as needed. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Adheres to budgetary guidance and purchasing policies in support of the program. Monitors budget expenses and purchases as well as the processing of monthly budget reports.Assists in the planning and design of construction projects, including facility renovations, and new construction.Must be able to obtain and maintain a Government Purchase Card and/or be a transaction approver. Regularly monitors a large amount of recreational equipment. Maintains accurate inventory and maintenance records of all equipment. Ensures adequate storage of all equipment to maximize life expectancy and minimize breakage. Responsible for safety, repairs, and replacements of all items when necessary. Serves as liaison with other military services, organizations, and local community. Must support other programs within MCCS and Semper Fit when called upon. Ensures staff support for other programs within Semper Fit to guarantee mission is complete. Works with MCCS Headquarters elements on special projects and assignments as needed. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Serves as an Inspector General Appointed Functional Area Inspector for the Single Marine Program, to conduct Installation and Unit level inspections, and must be a subject matter expert in the requirements of the latest addition of MCO 1700.36.Performs other related duties as assignedApplicants will work all shifts to include early mornings, evenings, holidays, and weekends. This position may require the incumbent to lift and carry objects up to 45lbs independently and objects over 45lbs with assistance. Adheres to safety regulations and standards. Uses required safety equipment and observes safe work procedures. Required to do site visits throughout the base to include visits to Barstow, other travel occasionally required as well. Must be able to work with little supervision. REQUIRED CERTIFICATIONS (MCCS FUNDED): Incumbent is required to obtain and maintain a CPR and first aid certification within the first three months of employment. May be required to obtain a Contracting Officers’ Representative or “COR” certification. Within one year of hire date must complete or hold a Certificated Program Planners certification or Certified Parks and Recreation Professional Certification. MINIMUM QUALIFICATIONS:Successful completion of a full 4-year course of study in business, recreation, or any related field leading to a bachelor’s degree, from an accredited college or university is required and three years of experience in recreation/leisure service management, which demonstrates knowledge of the goals, philosophy, principles, techniques and procedures, used in organizing, planning, administering and conducting leisure time activities, and facility management OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the aboveIncumbent must have general knowledge of these activities and have the ability to lead and apply established rules and regulations in supervising participants in those activities when needed. In addition, incumbent must be comfortable towing small equipment trailers to event sites when needed.Must be able to effectively communicate, both orally and in writing, and must have ability to maintain effective communication and working relationships with all levels of employees and command, both inside and outside the organization. Written communication skills sufficient to develop policies and procedures, and to explain basis for recommendations and changes. Demonstrated ability to analyze data and present logical conclusions and recommendations. Verbal communication skills sufficient to discuss program issues with headquarters and installation level MCCS Directors, Division management staff and senior-level personnel. Knowledge of the goals philosophy, principles, techniques, and methods and procedures used in organizing, planning, administering, and conducting leisure time activities. Demonstrated ability to coordinate a large volunteer program with command, community, and civic leaders. Must possess managerial and administrative skills necessary to accomplish the mission of the program. Functions include budgeting, programming, fiscal processes, monitoring of equipment needs, facility expansion or replacement requirements, etc. Must possess a variety of office skills to include typing, filing, record keeping, etc. Must be proficient in Microsoft Office: Excel, Word, Power Point, Outlook (email), Windows, Social Media Platforms, and navigating the web.General knowledge of military structure and protocol, of Marine Corps Community Services and its mission, and of community resources for Marines and their families are necessary to effectively perform this position.Must have a valid driver’s license.
