This position is located in the Office of Human Resources, Executive Office for Immigration Review, U. S. Department of Justice.
Incumbent serves as advisor and customer service agent in the areas of employee benefits .
This is a Competitive Service position; additional positions may be filled from this announcement within 90 days of certificate issuance.

Duties include but are not limited to the following:
Provides retirement advise and counsel to EOIR employees;
Monitors and computes retirement annuity estimates for employees based on projected retirement dates;
Interprets policies and guidelines for Federal benefits from administrating agencies and coordinates open enrollments including preparing internal and external written correspondence, compiling packets of information, serving as point of contact;
Develops, coordinates, and conducts federal benefits training and seminars.
Requirements

Qualifications
In order to qualify for the Human Resources Specialist (Employee Benefits) position, you must meet the following time in grade requirements and minimum qualifications:
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
(Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year.
FOR THE GS-12 LEVEL:
Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties:
Advising employees one-on-one to prepare retirement plans;
Making routine retirement and/or benefits determinations in compliance with applicable policies & procedures, regulations, and laws;
Supporting one or more work-life programs for an organization (e.g., Health & Wellness, Employee Assistance, Dependent Care, Workplace Flexibilities, Telework.); AND
Corresponding with employees, beneficiaries, and/or service-providers to optimize gains from available employee benefits.

FOR THE GS-13 LEVEL:
Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties:
Conducting pre-retirement seminars to assist employees with planning for retirement;
Making complex retirement and/or benefits determinations for hard to prove medical conditions or obscure entitlements;
Administering one or more work-life programs for an organization (e.g., Health & Wellness, Employee Assistance, Dependent Care, Workplace Flexibilities, Telework.); AND
Corresponding with employees, beneficiaries, and/or service-providers to optimize gains from available employee benefits.
