About the Position: Announcement will be used to fill a CBRN Survivability Support Officer, NH-0301-04, position with the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND). Selected applicant will be assigned to the Joint Project Lead for CBRN Integration (JPL CBRN INTG). Term appointments may be extended up to a maximum of six years or made permanent without further competition at management's discretion.
Duties
Serves as the CBRN Survivability Support Officer providing necessary CBRN detection, protection, information systems, medical countermeasures capabilities, and CBRN survivability/decontamination for mission-critical platforms/weapon systems assets.
Provides expertise and assistance to the Project and Product Managers with their acquisition plans and reviews and/or assesses and prioritizes complex acquisition requirement gaps/needs.
Works with the Chemical Biological Defense Program (CBDP) enterprise and Platform stakeholders to generate, validate, and approve requirements that feed into the Joint Capabilities Integration and Development System (JCIDS).
Facilitates the research, development, testing, contracting/procurement, operations and sustainment, and delivery of CBRN defense systems in support of all programs designated as CBRN mission-critical and those requiring CBRN capabilities.
Establishes a memorandum of agreement (MOA) between the JPEO-CBRD and the platform Program Executive Officers (PEOs) that lays out the details of the necessary support to the mission-critical system and defines the deliverables, schedule, and costs.

Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Requires a Top Secret Clearance.
- Drug testing required prior to appointment and randomly thereafter.
- Financial Disclosure (OGE-450) must be submitted upon entry and annually thereafter.
- 25% travel (TDY) required.
- Acquisition Workforce Certification in Career Category "Program Management" at the Practitioner level within 60 months of appointment.
- May be required to serve a one-year Probationary period.

The JPEO-CBRND exists to manage our nation's investments in Chemical, Biological, Radiological, and Nuclear (CBRN) defense equipment. Our headquarters is located at Aberdeen Proving Ground, MD, but we have offices across the United States. There are six unique directorates within JPEO-CBRND, which manage the acquisition of CBRN equipment as an enabler to achieving the National Security Strategy and supporting the U.S. Armed Forces: Sensors, Medical, Protection, Integration, Enabling Biotechnologies, and Special Operations Forces.

This position is subject to the NH-04 tier two salary control point established in the JPEO-CBRND Acquisition Demo Business Rules. This control point limits basic pay for this position to a max of $141,020 (GS-15, step 7).

You will receive credit for all qualifying experience, including volunteer experience. In addition to the competencies listed above, you must possess one year of specialized experience which prepared you to do the work in this job. Specialized Experience is defined as: 1) Applying applicable laws, regulations, procedures, or processes in support of CBRN programs and projects; 2) Providing advisory services to customers on CBRN related matters; 3) provide solutions for complex CBRN project issues. This definition of specialized experience is typical of work performed at the next lower pay band -NH-03 or equivalent grade level (GS-13) position in the federal service.
