This position is aligned under the Fleet Medicine Directorate in the Public Health Department, located at the Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, Illinois; a 1c complexity facility.
Duties
The employee provides care to Active-Duty service members seeking self-directed, lasting changes aligned with their values, which are necessary for physical and operational readiness of the Navy and Department of Defense (DoD). Provides interventions that promote health and wellness and enhance well-being, improve health related outcomes, reduce likelihood of non deployability and negative mission impact, and improve quality of life. In the course his/her work, the employee displays unconditional positive regard for their clientele, and a belief in their capacity for change, and honors that each client is an expert on his or her life, while ensuring that all interactions are respectful and non-judgmental.
Coordinates care with primary and specialty care providers to ensure identified goals are consistent with best practices for improvement of health, operational readiness, prevention of chronic illness, and long-term health problems. Utilizes motivational interviewing and health coaching techniques and processes, learned through pre-requisite health coach training, to assist clientele in developing a realistic plan to accomplish their goals.
Assists with data management analyses, special studies, and reports for use by management for budget preparation, workload projections, and quality assurance and utilization reviews. Participates in the establishment of administrative standards locally, the objective of which is intended to improve programs, facilities, and operations. Maintains a close working relationship with various program officials.
Work Schedule: Monday - Friday (8:00am - 4:30pm)

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-09. At the GS-07 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Qualifications
A bachelor's degree and superior academic achievement S.A.A. (S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. 1. Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (G.P.A.)--Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. 3. Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed in the Association of College Honor Societies: Booklet of Information (1992-95) and/or Baird's Manual of American College Fraternities (1991).

At least one full year of graduate level study, or possess a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., in a field that provided the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED)-OR-
One year specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. in performing work in managing a program. Specialized experience is knowledge of the issues, program goals and objectives, work processes, and administrative operations of the organization to determine ways to improve customer satisfaction. Knowledge of health coaching structure, process, skills, and techniques. Knowledge of ethical code and rules of conduct for health coaches and health promotion professionals. -OR-

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The work places no special physical demands on the employee.
