Duties

Provides advisory and consulting services to management concerning employee training and development. Assists in developing project and implementation plans that include course delivery and evaluation. Conducts training needs assessments and analyzes the information obtained in order to anticipate individual or organizational training and development needs. Coordinates the planning and delivery of training programs to include technology-focused learning environment (e.g. virtual classrooms, asynchronous and synchronous learning, social networking). Monitors program budget and makes recommendations for adjustments when appropriate. Manages subscriptions and licenses with outside learning platform providers ensuring payment process is timely, complete, within budget, and auditable. Participates in the evaluation and selection of training vendors, and administers contracts with training vendors to meet organizational training needs. Researches data housed in the Learning Management System and other automated systems to provide support for the operation and evolution of Agency training initiatives through both regular and recurring reports and unique requests for information.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required. For the GS-09 level, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as applying human resource development laws, regulations, principles, policies, methods, and practices to provide factual and procedural technical guidance to managers or employees regarding employee development or training program processes and procedures; assisting in the development and delivery of training curriculum in a business environment. For the GS-11 level, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as participating in the development, delivery or administration of formal employee training and development initiatives and curricula in a business setting; applying adult learning principles in partnering with customers to identify training and workforce development needs; and coordinating resources to ensure successful delivery of training and development program services. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. For GS-09 consideration, applicants must have served 52 weeks as a GS-07 or higher grade in Federal Service. For GS-11 consideration, applicants must have served 52 weeks as a GS-09 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
